- Solicitation Number: 12FPC321R0016 Notice Type:�Solicitation Synopsis: The United States Department of Agriculture (USDA) Farm Production and Conservation � Acquisition and Procurement Division issues this�Request for Proposals (RFP) in accordance with FAR Part 15 on behalf of the USDA - Natural Resource Conservation Service (NRCS) for the Construction of Rawson Hill Dam Rehabilitation Project located in Worcester County, Massachusetts. The work involves construction of Rawson Hill Dam Rehabilitation Project located in Worcester County, MA. The major items of work include:� clearing and grubbing; structure removal; temporary seeding and mulching; compost filter sock; construction and maintenance of Access Roads; seeding and mulching; surveys; mobilization and demobilization; dewatering the Construction Site; diverting surface water; sheet piling; excavation, unclassified; compacting structure backfill; earthfill, approved, class A; earthfill, random, class C; fine drainfill; coarse drainfill; salvaging and spreadsheet topsoil; concrete, backfill; concrete, reinforced; roller-compacted concrete; roller-compacted concrete test section; principal spillway conduit, 30� diameter; perforated drain pipe, 8� diameter; non-perforated drain pipe, 8� diameter; loose rock riprap; contractor quality control; and precast concrete manholes. The solicitation will be a Total Small Business set-aside.� Interested contractors must be registered in and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award. A firm fixed price construction contract is anticipated under Negotiation procedures in FAR Part 15. A guarantee, in the amount of 20% of the proposed, is required to be submitted with each bid.�� Sureties should use SF-24 Bid Bond form. Performance (SF-25) and Payment (SF-25A) Bonds, in the amount of 100% will be required within 10 calendar days of award of the contract. The anticipated period of performance for this project is 153 calendar days from the date the contractor receives the Notice to Proceed (NTP). In accordance with FAR 36.204, the estimated magnitude of the projects is between $1,000,000 and $5,000,000.� The NAICS code for this solicitation is 237990, Other Heavy and Civil Engineering Construction.� The Small Business Size Standard for this NAICS is $39.5M.
