Description
The U.S. Army Corps of Engineers, Philadelphia District intends to award between three and seven 8(a) qualified small businesses with NAICS 236220 District Wide Multiple Award Task Order Contracts (MATOC) for Firm Fixed Price (FFP) for Sustainment Restoration and Modernization (SRM) Construction Projects within the North Atlantic Division (NAD) Area of Responsibility (AOR). The AOR is made up of all current Philadelphia District Customers to include military facilities and other project locations within the states of Pennsylvania, New Jersey, Delaware, Maryland, Massachusetts, New York, Rhode Island, Vermont, New Hampshire, Connecticut, Maine, West Virginia, and Virginia. NAP�s customers include the 99th Reserve Division throughout NAD and the Naval Surface Warfare Center (NSWC), Bethesda and the NSWC detachment at Gaithersburg, Maryland. The three to seven 8(a) awardees will be selected in accordance with the source selection plan and will have restricted competition with the awardees competing for approximately 12 task orders per year issued using this proposed ordering vehicle for a combined construction magnitude of $25M-$100M over the five-year ordering period anticipated to be from January 22 2022�through January 22�2027.� These specific dates may change, but there will be a five year ordering period with no options for this MATOC.�� Proposals are due no later than Monday, 13 September 2021, 11:00 pm Eastern Standard Time;� Proposals must be submitted in accordance with the instructions found in the attached SF 1442 Solicitation W912BU21R0016.�� The MATOC awards will be made using a two-phase process, described in the Request for Proposal Solicitation.� The solicitation will be open to 8(a) qualified small businesses with NAICS 236220.� Qualified 8(a) firms will describe their past performance and project experience in design and construction of SRM projects in accordance with the solicitation.� The relevant size of projects to be evaluated is between $250k and $10M, and the types of relevant projects are: Design-Build of buildings or additions to buildings Whole building renovations, including doors & windows, floorcovering, heating, ventilation and air conditioning (HVAC), plumbing and/or electrical work Building HVAC system replacement, including heat load calculations and sizing requirements Building electrical system upgrades or replacements, including load calculations and circuit distribution single-line diagram Building plumbing or sewer line upgrades or replacements Other significant SRM projects The Government will require two seed SRM projects. �One project is a Design-Build of a 16,000 sf pre-engineered metal building and the other is a Design-Bid-Build replacement of eight (8) Heating, Ventilation and Air Conditioning (HVAC) Rooftop Units (RTUs).� These Task Orders are found in the SF 1442 solicitation document attached to this posted solicitation.�� Please read and adhere to the 00 21 16�Proposal Submission Requirements for Phase I and Phase II�prior to submitting a proposal along with any other instructions found in the solicitation.� 8(a) Bona Fide office requirements are approved through the (Small Business Administration) SBA for each individual awarded Task Order.� The information is found in the Powerpoint Attachment to this Solicitation titled '8(a) Business Development New Rule Process Changes'� Period for (Requests for Information) RFI's�is 13 August 2021 through 23 August 2021.� All RFI's must be�emailed to the points of contact listed on this solicitation with a designated email point of contact to receive the Government response.��
