Description
The Department of Commerce, National Institute of Standards and Technology (NIST) Acquisition Management Division (AMD), Boulder, CO, intends to negotiate and award a contract to Facilities Healthcare Services, Incorporated (FHSI) of Brighton, CO on a sole-source basis for full-time, 24/7, operation, maintenance and repair (OM&R) services for the NIST Boulder Site Central Utility Plant (CUP) at Boulder, CO, and for maintenance and repair services at the Fort Collins, CO Field Site and the Kekaha, Kauai, HI Field Site under Federal Acquisition Regulations (FAR) 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements.� FHSI is the only contractor possessing the capability to provide adequately trained and qualified staff which meet the required security access requirements (badging) necessary to meet the immediate performance requirements upon award of a contract.� The anticipated period of performance is from September 25, 2021 through February 24, 2022, with four, three-month option periods covering a total potential performance period of February 25, 2022 through February 24, 2023. The NIST overall mission is to promote U.S. innovation and industrial competitiveness by advancing measurement science, standards, and technology in ways that enhance economic security and improve the quality of life. The Office of Facilities and Property Management (OFPM), Facilities Maintenance Division, Boulder (FMD-B) is responsible for providing the scientific staff with buildings that meet their temperature, humidity, compressed air, electrical and process cooling needs. FMD-B has a requirement for a contractor to provide full-time 24/7/365 OM&R services for the NIST Boulder Site CUP and maintenance and repair services at the Fort Collins, CO and Kekaha, Kauai, HI Field Sites. The Performance Work Statement (PWS) requires the contractor to provide fully trained and badged staff, on the date of award, to perform OM&R at the NIST/Boulder site located at 325 Broadway, Boulder, CO, which is the location of the CUP. The PWS also includes maintenance and repair services at the three NIST sites, located at 325 Broadway, Boulder, CO 80305, 2000 E. County Rd. 58, Ft. Collins, CO and the NIST Field Site, located at Kekaha, Kauai, HI.� The NIST CUP provides steam, laboratory-grade compressed air, and chilled water to various buildings throughout the Boulder site. The Boulder CUP is critical to the operation of the NIST Boulder site and must be operational 24/7/365 because of the nature of the scientific work that is performed on the site. The Contractor shall provide management and staffing services to operate the Boulder Site CUP, Bldg. 42, and all associated utilities, and provide maintenance and repair support to all sites. �The CUP will provide steam, laboratory-grade compressed air, and chilled water to various buildings throughout the site.� Contractors Key Personnel (Project Manager, Alternate Project Manager, Project Engineer, Stationary Engineers, and HVAC Mechanics) must have a NIST Personal Identification Verification (PIV) card / badge prior to the start of any work on the NIST site in order to access the CUP control system on the NIST Network. �Obtaining the required PIV and associated security access requires time-extensive security investigation for each individual.� The North American Industry Classification System (NAICS) code for this procurement is 811310 (Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance) with a size standard of $8.0 million dollars. Written responses must include sufficient information to establish capability to fulfill the requirement. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.� The Government will not be responsible for any costs of preparation in response to this announcement. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS nor a solicitation of offers.
