Description

THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a sole source award IAW FAR 13, to AGILENT TECHNOLOGIES, INC., as the only responsible source who can fulfill the Government�s requirement for a 600MHz Nuclear Magnetic Resonance (NMR) Magnet and Cold Probe Modification. Provisions and clauses in effect through Federal Acquisition Circular 2021-05 are incorporated. The U.S. Army Medical Research Institute of Chemical Defense (USAMRICD), requires the award of a Firm-Fixed-Price (FFP) contract with Agilent Technologies, Inc. to provide the 600MHz NMR Magnet and Cold Probe Modification to maintain normal research operations. The existing magnet supports various projects in medicinal chemistry, analytical chemistry, surety, and QA/QC, as well as the institute�s main GLP validation instrument. The intended acquisition will be classified under North American Industry Classification System (NAICS) 334516, Analytical Laboratory Instrument Manufacturing, with a Small Business Size Standard of 1,000 employees. This announcement fulfills the synopsis requirements under FAR 5.102(a)(3) and 5.203(a)(1). USAMRAA intends to award a sole source contract no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Meaningful submissions received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no meaningful, written submissions are received by the date listed below, which reflects at least ten (10) days after the publication of this notice, the award will be issued as a sole source contract to Agilent Technologies, Inc. All questions and responses concerning this notice shall be emailed to Matthew Elden at matthew.r.elden.civ@mail.mil. Interested concerns must identify their capability in writing to the above e-mail address no later than 10:00 AM Eastern Daylight Time (EDT), 19 August 2021. No phone calls accepted.
