- Department of State Contractor Community, As the Senior Procurement Executive, I am reaching out to inform you of the Department�s current operating procedures in response to the implementation of Executive Order No. 13991, the Office of Management and Budget (OMB) memorandums M-21-15 and M-21-25, and updated COVID-19 Workplace Safety; Agency Model Safety Principles issued by the President�s Safer Federal Workforce Task Force. We are still in the midst of a global pandemic and therefore government-wide guidance continues to evolve, including the recently issued principles regarding enhanced mask wearing and testing for Federal employees and onsite contractors. Compliance with the new principles is required when contractors must perform work at Department buildings or Department-controlled indoor workspaces. Consistent with the guidance from the Centers for Disease Control and Prevention (CDC) and the President�s Safer Federal Workforce Task Force safety principles, protocols have been established regarding vaccination status. To this end, the Department must ascertain the vaccination status of our onsite contractor workforce. You must immediately inform your employees performing work onsite that they must complete the Certification of Vaccination form, prior to entering Department of State facilities. For each employee you must provide a link to the Certification of Vaccination form and direct the employee to complete and print the form before arriving at Department of State facilities. In lieu of printing and hand carrying the form contractor employees are also permitted to complete the form electronically and store it on a mobile device, which they will be required to show upon entry to a Department of State facility. Frequently Asked Questions are also linked for your review from the President�s Safer Workforce Task Force. As stated in the above guidance and effective immediately, the onsite contractor workforce must, while on federal facilities, have in their possession the completed Certification of Vaccination form and, if applicable, their negative COVID-19 test result. Upon entry to a Federal building or Federally controlled indoor worksite and/or upon request by a Federal employee who is supervising or managing the contractor�s work on Federal premises, contractors may be required to make available for inspection or examination their completed Certification of Vaccination form and, if applicable, the results of an authorized U.S. Food and Drug Administration test with negative COVID-19 results conducted no more than 72 hours prior to the date of each entry to the federal building or federally controlled indoor worksite. Onsite contractor personnel, like federal employees, are also required to follow all signage posted in Department spaces or operation locations regarding masking and comply with all instructions by Federal Protective Service officers and facility managers. Failure to do so will result in removal from the facility. While localized facility guidance takes precedence, you can monitor areas of high transmission via the CDC COVID-19 Data Tracker County View. Following these procedures will help to ensure the Department�s mission readiness, protect all of our onsite workforce, and bolster public health and safety. I recognize the contractor community plays a vital role in achieving the Department�s mission and I wish to express my continued gratitude to the contractor employees who have been part of our workforce throughout this pandemic.
