- As a Special Notice of Intent, the Export Import Bank of the United States intends to award a copyrighted sole source delivery order firm-fixed-price contract to Thomson Reuters doing business as WEST PUBLISHING CORPORATION located at 610 OPPERMAN DR, EAGAN, MN 55123-1340.�The period-of-performance will have a base / initial year and four (4) option year periods. The total period-of-performance will be for five (5) years if all options are exercised. WEST PUBLISHING CORPORATION is the sole proprietary provider of WESTLAW and CLEAR web subscriptions which are proprietary data resources delivering legal research results. Subscription services include Westlaw National Primary plus the collections of Analytical Plus, Litigation, Practical Law, and Westlaw Edge Platform. There are no authorized resellers through GSA, FEDLINK, or the Open Market providing access to WESTLAW and CLEAR web subscriptions. This proposed contract action is for supplies/services for which the Government intends to solicit and receive only one quote from only one source in accordance with�FAR 8.405-6(a)(1)(i)(B)�only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, interested entities may identify their interest and capability to respond to the requirement by COB, September 13, 2021.� A determination by the government not to compete this requirement based upon responses to this notice is solely within the discretion of the government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.�Capabilities received will not obligate the government to make an award. Any vendors who believe they can provide the supplies/services required can provide proof of their ability to meet the requirements by emailing their company's capabilities information to the attention of the Contracting Officer, Patricia Ludlow at patricia.ludlow@exim.gov (only email submissions will be accepted). �All�contractors are required to be registered in the System for Award Management (SAM) database prior to receipt of award.� If any vendors would like to inquire about subcontract opportunities, please contact the vendor directly.
