- The F-35 Joint Program Office (JPO) requires Program Management (PM) knowledge-based services (KBS) to support its critical mission of developing, deploying and sustaining the next generation strike fighter aircraft on global scale. The required F-35 JPO PM-KBS consist of the following highly interrelated disciplines supporting various functional areas within the F-35 JPO. The range of PM-KBS consists of contract management support; program management support; technical support, analytical support, acquisition support, and operational support. These services are critical to the successful fielding of the F-35 mission capabilities. The North American Industry Classification System (NAICS) code for this requirement is 541611, Administrative Management and General Management Consulting Services. The Product Services Code (PSC) for this requirement is R408. Positions previously considered for inclusion in this contract that were categorized as (Administrative Support) will have its own solicitation/contract anticipated to be released 4th Quarter FY21. This opportunity is anticipated to be Total Small Business Set-Aside. The Government intends to award a Single-Award Indefinite Delivery Indefinite Quantity (SA IDIQ) level-of-effort contract with Cost Plus Fixed Fee (CPFF) and Cost Only Contract Line Item Numbers. Upon award, the Government intends on awarding one (1) initial task order (T/O 0001). If necessary, subsequent task orders under this SA IDIQ will be awarded. Questions and comments are due within 10 days of this proposal being issued and shall be submitted in the format outlined in Section L. The total performance period (PoP) for the SA IDIQ is for five (5) years. The total estimated PoP for the initial task order is from February 2021 - February 2022 plus 4 (1 year) option periods. Proposal validity is for a period of 180 days from receipt of proposal. The Statement of Work (SOW) for the SA IDIQ is in Sec C, Descriptions and Specifications, of this RFP. Sec C, SOW Para 7.1 details data deliverable requirements. The Government is finalizing responses received to questions submitted under the Draft RFP and anticipates providing those responses early next week, the week of 16 Aug 2021.
