Description
The U.S. Army Corps of Engineers (USACE), Portland District is soliciting services to conduct a performance test of the Oil Spill Prevention System (OSPS) at Hills Creek Dam. This site has an EPA discharge permit of 10mg/L and the OSPS has an Oil Water Separator (OWS) that we would like to test to verify it will perform as designed during a spill and limit our discharge to below our EPA discharge permit limit. The system has hydrocarbon detection equipment at the OWS discharge that will be used to verify whether the OWS performs to our requirements. This requires modifying the OSPS into a closed loop system, creating a 200 gpm flow while introducing half of the 55 gallons of transformer oil into the system mimicking a transformer oil spill, and verifying the Oil Water Separator (OWS) performs to our requirements. After that the 200 gpm pumps will be replaced with the 700 gpm pumps and the test repeated with the remaining half of the 55 gallon of transformer oil. This testing will also require a spill response team on site during testing along with 200 feet of 8 inch oil only sorbent boom, 200 each 15� x 20� oil only sorbent pads, and 200 feet � inch rope (for boom deployment). The testing will also require a baker tank, two 200 gpm pumps, and 12� flexible piping for routing the OWS discharge to the baker tank. After testing is complete the OWS and piping systems used in testing will need to be cleaned of any oil residue, the oil properly disposed of, and the system put back into its original condition.
