- SOURCES SOUGHT TECHNICAL DESCRIPTION FOR SERVICES INTRODUCTION The Mission and Installation Contracting - Fort Hood, Texas is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for providing Federal (Military) Prisoner Housing (civil confinement of soldiers) in support of Directorate of Emergency Services (DES), Fort Hood, Texas, in accordance with the Performance Work Statement (PWS). The contractor shall provide facilities, resources (except those provided by the Government), management, and supervision necessary to feed and house military prisoners from Fort Hood, Texas. The intention is to procure these services on a competitive basis Performance of the contract is off the Fort Hood, Installation. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. NOT RESPONDING TO THIS NOTICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE REQUEST FOR QUOTE (RFQ) OR INVITATION FOR BID (IFB) OR RFP, IF ANY ISSUED. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMMATION PERTAINING TO THIS REQUIREMENT.� PROGRAM BACKGROUND The Directorate of Emergency Services (DES), Fort Hood, Texas, is designated the responsibility to provide facilities, resources, management, and supervision necessary to feed and house military prisoners from Fort Hood, Texas. �Requirements include, but are not limited to: meeting basic life, health, and safety standards, and treatment and housing for the military prisoners in accordance with Local Civilian Confinement Facility Contract Guidance, as required by AR 190-47. In accordance with these assignments, DES provides the following: facility inspections, necessary in connection with contract performance; maintain written and oral communications with the Contractor concerning technical aspects of the contract; issue written interpretations of technical requirements, including Government drawings, designs, specifications; monitor Contractor's performance, �and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. REQUIRED CAPABILITIES The Contractor shall provide services, 24 hours a day seven days a week. All Fort Hood military prisoners must be housed within the same jail facility or complex (e.g. annex). In the event of local or national emergencies that prevent normal operations, the contractor shall immediately notify the Contracting Officer and DES, Confinement Liaison Office, Building 2310. Verbal notifications shall be confirmed in writing within 12 hours. The Government estimates there will be an average of 20 to 40 prisoners in confinement at any given time. Averages are derived from historical data and may or may not accurately reflect the actual numbers of prisoners housed in the contractor�s facility. � The contractor shall furnish military prisoners three (3) meals per day IAW published Texas Commission Jail Standards; provide mail services for military prisoners IAW standards for civilian and other federal prisoners; provide health and comfort Items and emergency medical care. Further detail is provided in the draft Performance Based Work Statement (PWS) attached to this announcement. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The Government will evaluate market information to ascertain potential market capacity to: 1) provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. Interested parties are requested to submit a capabilities statement of no more than five �(5) pages in length in Times New Roman font of not less than 10 pitch. The deadline for response to this request is no later than 2 pm, CST, 23 August 2021. Is your facility approved by the Federal Bureau of Prisons or U.S. Marshals or accredited by the American Correction Association (ACA) or the State? 2.) Can your facility provide for the segregation of military prisoners and all foreign nationals based on pretrial, officer, non-commissioned officer, enlisted, gender and post-trial status?. 3.) Can or has your facility provide a Program Manager (Jail Administrator)/Alternate Program Manager (Jail Lieutenant) who shall act for the contractor on all contract matters relating to daily operation? 4.) Can the contract manager or alternate be available between 9:00 a.m. to 4:30p.m., Monday thru Friday, except Federal holidays?���� �5.) Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, DUNs number, etc. 6.) Respondents to this notice also must indicate whether they qualify as a Small, Small Disadvantaged, Women-Owned, HUBZone, or Service Disabled Veteran-Owned Small Business Concern. 7.) Include in your response your ability to meet the requirements in the Facility and Safeguarding requirements. The estimated period of performance consists of base year, plus 4 one-year option period, with performance commencing March 1, 2022 (PS* dates subject to change). Specifics regarding the number of option periods will be provided in the solicitation. The contract type is anticipated to be Firm Fixed Price. The proposed contract is anticipated to include tasking that would be accomplished by labor categories that are subject to the Service Contract Act or a collective bargaining agreement. Upon evaluation of the capability statements, if it is determined that this requirement will be an unrestricted competition, the Government intends to evaluate the Small-Business responses and conduct further market research to identify a subcontracting goal. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Winsome Chisholm-Hunter, in either Microsoft Word or Portable Document Format (PDF), via email winsome.e.chisholm-hunter.civ@mail.mil.
