- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation 1305M221QNCNM1200 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2021-06. The National Oceanic Atmospheric Administration (NOAA), National Ocean Services (NOS) Channel Islands National Marine Sanctuary has a requirement for shipyard services on the NOAA Research Vessel Shearwater (R6201).� The period of performance is: Phase 1 - Dockside Work � Date of Award to February 15, 2022; Phase 2 � Haul Out Work - November 6, 2021 to February 15, 2022.� The Government will award a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is the Lowest Price Technically Acceptable Offer (LPTA).� Quote shall include all costs associated with the CLIN unless otherwise indicated on the vendor�s quote. � The address for the site visit is - �132A Harbor Way, Santa Barbara, CA 93109.� � Government Contact Point for Site Visit: ��Nick DeProspero - 805-450-1504 - voccimms@noaa.gov, � Rebecca Young - 805-893-6420 � Rebecca.Young@noaa.gov � Todd Jacobs � 805-689-8920 � Todd.Jacobs@noaa.gov This RFQ is 100% set aside for small businesses. The associated NAICS code is 336611 Ship Building and Repair, with a Size Standard of 1250 Employees Per FAR 52.222-49 - This Contract is subject to the Service Contract Labor Standards, and the place of performance is unknown when the solicitation was issued.� Awarded contractor must comply with the Department of Labor, Wage Determinations for the area in which contract is performed.� Shipfitter has been determined to be the Occupational Code Title. Wage determination for the area of contract award will be attached at the time of award.� . Additionally, each offeror must provide the following information with the quote: The Request for Quote (RFQ) number; The Name, Address, Telephone Number, and DUNS Number of the Offeror; Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; A list of Key Personnel, names, titles, and contact information shall be provided. Acknowledgment of Solicitation Amendments (SF-30), if any, and; Completed Past Performance Reference form. All questions must be submitted in writing to Wendy.Culbreth@noaa.gov by 1:00 P.M. Eastern on August 20, 2021. Telephone inquiries will not be honored. Contractors are encouraged to register with the Contract Opportunities Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within Contract Opportunities where this synopsis/solicitation is posted). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 3:00 P.M. Eastern on August 25, 2021; any award resulting from this RFQ will be made based on Lowest Price Technically Acceptable (LPTA).
