- This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 ""Streamlined Procedures for Evaluation and solicitation for commercial Items,"" as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-2085819 and the solicitation is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-05 March 10, 2021. The North American Industry Classification System (NAICS) code for this procurement is 541380, Testing Laboratory, with a small business size standard of $16.5M. The requirement is being competed full and open competition, un-restricted and without a small business set-aside. The Vaccine Research Center (VRC) is part of the National Institute of Allergy and Infectious Diseases (NIAID) who develops vaccines against human immunodeficiency virus (HIV). The VRC conducts research that facilitates the development of effective vaccines. Towards this end, the goal has been to develop vaccine immunogens that elicit antibodies against various targets, along with further optimization through iterations of this procedure. One of the programs the VRC is developing is the vaccine to reduce blood cholesterol levels. To achieve this goal, blood cholesterol levels need to be evaluated throughout in a number of our studies. A vendor with proven capability providing high quality clinical pathology evaluation of blood cholesterol levels is critical to the success of the program. The service the lab is procuring is the ""Clinical Pathology Evaluation of Monkey Serum"" for 400 NHP serum samples. The following parameters will be evaluated: cholesterol, non-esterified fatty acids, HDL, LDL, and triglycerides. Remaining samples will be stored per CRL SOP and discarded after analysis. A report of data tables provided to VRC after analysis. There were 30 assays completed in December 2020 and 130 assays completed in June 2021, it was determined that CRL is capable of meeting the needs and providing the assays and data. Due to the data received in the previous study, this study will provide 400 samples to be sent over the next 4 months that required the assay from the same vendor for historical comparison. Other vendors that provide the service perform and validate the assay differently which can lead to variable data. Place of Performance: NIH, 9000 Rockville Pike, Bethesda, MD 20892 The government intends to award a firm fixed price purchase order to the responsible contractor as a result of this RFQ that will include the terms and conditions set forth herein. The award will be based on the lowest price technically acceptable. The technical capability to meet the above requirements and price.
