Description
REPAIR OF CABANA AREA AT THE U.S. EMBASSY KYIV COMPOUND The U.S. Embassy Kyiv, Ukraine has a requirement for a firm to repair Cabana area at the Embassy compound: repair existing drainage system, bathrooms, cabana, patio and remove an unsafe playground. This construction effort is estimated to be in the range between USD 100,000.00 and USD 250,000.00 and needs to be completed within 70 calendar days. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued . The solicitation number is 19UP3021Q0020 and is issued as a Request for Quotation.� The solicitation/contract will include all applicable provisions and clauses in effect through FAC 2021-06. All firms that respond to the solicitation must be technically qualified and financially responsible to perform the work.� At a minimum, each offeror must meet the following requirements when submitting their proposal: Be able to understand written and spoken English; Have an established business with a permanent address and telephone listing; Have the necessary personnel, equipment and financial resources available to perform the work; Have all licenses and permits required by local law; Meet all local insurance requirements; Have no adverse criminal record; Have no political or business affiliation which could be considered contrary to the interests of the United States; Have good experience and past performance records; and, Have specialized experience and technical competence required to complete the construction work in accordance with this solicitation. If a firm is interested in competing for this requirement, please provide a written request for a copy of the solicitation documents to the following e-mail address: KyivSolicitations@state.gov. The Embassy intends to conduct a pre-proposal conference and a site-visit on August 20, 2021, at 10:00 (Kyiv local time) at 4 Ihor Sikorsky St., Kyiv, Ukraine, and all prospective quoters are invited to attend. See Section J of the attached Request for Quotation. All visitors will be provided with an opportunity to take all measurements. Due to COVID-19 epidemic situation, all visitors must wear face masks and keep social distance during the site-visit.� For site-visit registration please provide your company contact information, names of visitors, and names of tools (if any- measuring tape, etc.) no later than 17:00 Kyiv local time August 18, 2021, to KyivSolicitations@state.gov. The quotations must be submitted by e-mail on or before 17:00 Kyiv local time September 13, 2021, to KyivSolicitations@state.gov with subject line �Repair of Cabana Area (19UP3021Q0020)�. No quotations will be accepted after this time. All information and documents must be submitted in English as required by FAR 52.214-34 SUBMISSION OF OFFERS IN THE ENGLISH LANGUAGE (APR 1991). The copies of legal documents (State Registration Certificate, Tax-Payer Certificate, licenses etc.) may be submitted in the original language but must be accompanied by an English translation. According to FAR 4.1102 and FAR 52.204-7 if amount of contract action exceeds $30,000.00, all prospective offerors should be registered in System for Award Management (SAM,�www.sam.gov)�at the time an offer or�a�quotation is submitted,��and shall continue to be registered until time of�the�award�of the contract, during performance, and through final payment�under the contract.�In case�the offeror is not registered in SAM at the time an offer or�a�quotation is submitted, the Contracting Officer will proceed�with an�award to the next otherwise successful registered offeror. For your convenience, a Quick Guide for International Entity Registration in SAM is uploaded to this announcement. Please give yourself plenty of time before your contract deadline as the registration in SAM is rather long process (see the Quick Guide for the details). To be considered for the award, all vendors submitting offers or quotations for this requirement must self-certify conformance in their profile at SAM.gov representations as required in FAR 52.204-24, FAR 52.204-25 and FAR 52.204-26 in accordance with FAR Interim Rule 2019-009. Vendors that fail to complete self-certification or present a record that does not reflect conformance at FAR 52.204-24,�FAR 52.204-26 and FAR 52.212-3 (v) within SAM.gov will not be considered for the award.� The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable quotation at the lowest price.� We intend to award a contract/ purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.
