Description
As of 2002, portable toilets are mandatory on all overnight boating trips on the Lower Deschutes Wild and Scenic River. This decision was made by multiple managing agencies of the river in October 2001. In order to facilitate sanitary and proper disposal of human waste contained in portable toilets, a portable toilet dumping station must be available for public use. The machine must able to slurry human waste contents into septic system ready form, which allows waste to be disposed of in sewage treatment facilities and reduces the risk of contact with raw sewage. The purpose of this requirement is to remove the existing and install a new portable toilet dumping station (hereafter referred to as �SCAT Machine�) at the Maupin City Park in Maupin, Oregon. The contractor shall build and install one new SCAT machine. Installation shall occur on existing concrete pad using existing utility service hookups for fresh water, sewage outlet, and power supply. The machine must operate as a dishwasher does for dirty dishes. The user places the portable toilet in the machine, pushes the button, then the toilet comes out clean and sanitized. New SCAT machine must occupy the same footprint as the current one. The contractor shall supply all parts, materials, labor, supervision, supplies, shipping, and disposal fees necessary to complete the work.
