- Description
- N0016421SNB86 REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT RADIATION TEST EQUIPMENT INDUSTRIAL DEMAND FOR NEUTRON, PROTON, AND HEAVY ION TEST FACILITIES FSC H259 NAICS 541380 Issue Date: 16 AUG 2021 15 NOV 2021 2:00 PM EDT REQUEST FOR INFORMATION (RFI) - The Government is issuing this RFI as part of market research concerning microelectronics Single Event Effect (SEE) radiation test facilities. Specifically, the Government seeks an estimate of industrial demand for neutron, proton, and heavy ion SEE testing capacity based on current and projected needs. This RFI is for the purpose of determining demand and potential workload from US commercial sectors. Possible sectors are commercial space, high reliability terrestrial, RH/SRH fabrication facilities, commercial fabrication facilities, fabless RH/SRH microelectronics storefronts, fabless satellite / missile / commercial system / equipment suppliers, and fabless RH/SRH microelectronics suppliers. The Government recognizes that any investments in SEE test facilities will offer utility to government and private projects. Incomplete responses, such as heavy ion only, are valued and welcome. Item 1 Estimated US aggregate, business sector, and/or individual demand for neutron SEE test access expressed in test hours/year. Item 2 Estimated US aggregate, business sector, and/or individual demand for proton SEE test access expressed in test hours/year. Note this is specifically SEE testing, not total non-ionizing dose/displacement damage dose (TNID/DDD) testing. Item 3 Estimated US aggregate, business sector, and/or individual demand for heavy ion SEE test access expressed in test hours/year. Item 4 Required operational parameters for test needs reported on. Attachments 1, 2 and 3 contain possible nominal parameters for neutron, proton, and heavy ion SEE facility parameters. For heavy ions, differentiation between low energy (100 MeV/amu) test needs are of interest if such information is available. Item 5 Approximate specifications of chips (i.e. which nodes in particular, for logic chips) that will be used for SEE testing. Responses to this RFI will help inform decisions regarding viability and value of facility investments. All interested parties may submit company and product literature, a white paper no longer than 20 pages, and/or other pertinent information, such as a description of desired performance parameters, test facility usage history, and expected hourly usage fees. The Government may contact RFI respondents to get clarification on the information submitted. The Government does not anticipate providing any formal responses to comments/questions received, but may utilize this information to improve planning and documentation efforts. Responses to this market survey shall include the following: Submitters Name Street Address, City, State, Zip Code Business Size and CAGE Code POC Telephone Announcement Number: N0016421SNB86 At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This RFI/Sources Sought Notice does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP), and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The Government is in no way liable to pay for or reimburse any companies or entities that respond to this notice. Any costs incurred by interested parties in response to this notice will NOT be reimbursed. Responses shall NOT include any classified information. If any part of a potential response is classified, the Government POC shall first be contacted to coordinate proper submittal. All information marked as proprietary information will be safeguarded to prevent disclosures to non-Government personnel and entities Information may be submitted to the Point of Contact (POC) any time prior to the expiration of this announcement. The POC for this effort is Mr. James A. Ross, telephone 812-227-9961 and e-mail: james.a.ross1@navy.mil.
