- The purpose of this special notice is to post intention of the National Park Service to post a JOFOC and negotiate towards award of a sole-source contract for solid waste contract in accordance with FAR 6.302-1 and 41 U.S.C. 253 (c)(1) to Waste Connections DBA Harold LeMay Enterprises, Inc. Of Tacoma, Washington. This notice is publicized as required by FAR subpart 5.2; solid waste removal and recycling services in the State of Washington are regulated by the Washington Utilities and Transportation Commission (WUTC), an agency of the Washington State Government. WUTC regulates the rates, services and practices of privately-owned utilities to include solid waste and recycling collection companies. The Commission regulates utilities granted in Title 80 of the Revised Code of Washington (RAC). Locations in and around Mount Rainier National Park are provided solid waste pickup and disposal services in accordance with this regulation and are not available for competition.
