- The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a sole source contract �in accordance with IAW FAR 13.106, with Vison Research, Inc.; 100 Dey Rd, Wayne, New Jersey 07470, as the only responsible source that can provide an Phantom VEO 460S Camera, Ethernet and Lens mounts compatible with existing Phantom HSV Cameras. Provisions and clauses in effect through Federal Acquisition Circular 2021-06 are incorporated. The U.S. Army Aeromedical Research Laboratory (USAARL) Injury Biomechanics and Protection Group requires procurement of Phantom 460S Cameras and related accessories to replace equipment no longer serviceable by the manufacturer. � Items being included in this acquisition are: Qty 3 each Phantom VEO 640S, Mono 72G Memory Qty 3 each Option, Add 10GB Ethernet to Phantom VEO Qty 3 each KIT, Lens mount Kit Options, Use F Mount Qty 2 each Trade-in Phantom V5.0, SN: VR2062625V5C and Phantom V5.0, SN: VR2062624V5C The USAARL, IBPG mission is to enhance Warfighter lethality, protection, and survivability in the battlefields of the future through next-generation biomechanical research. The IBPG maintains several Vision Research cameras including, V5, V9 and Miro Models. As research areas, personnel, and data collection capabilities have expanded and additional camera systems are required to collect data in parallel. The camera systems are required to be easily interchangeable (share/sofware/computers/components).� Phantom camera capabilities (frame rate, resolution) allows for consistency across all testing platforms, and cameras, capabilities and software to maintain operational effectiveness and efficiency to meet research milestones to improve soldier injury prevention and protection. The intended procurement will be classified under North American Industry Classification System (NAICS) 333316 with a Small Business Size Standard of 1,000 employees. This announcement fulfills the synopsis requirements under FAR 5.102(a)(3) and 5.203(a)(1). USAMRAA intends to release a solicitation no sooner than seven (7) calendar days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Meaningful submissions received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no meaningful, written submissions are received by the date listed below, which reflects at least seven (7) calendar days after the publication of this notice, the solicitation will be issued as a sole source requirement to Vision Research, Inc.
