- HIGH POWERED AMPLIFIER � N0016421SNB85- FSC 5996 � NAICS 444190 � Issue Date: 16 August 2021 Closing Date: 21 September 2021 14:00 EDT REQUEST FOR INFORMATION (RFI): The United States Government (USG) is issuing this RFI announcement as part of a market survey in accordance with FAR 15.201(e). Naval Surface Warfare Center (NSWC) Crane Division is seeking information with regard to the procurement of a high-powered amplifier. The amplifier will be used in a transmitter at very high duty cycle or continuous wave operations. The basis for the high power amplifier is contained in the technical specifications listed in Section 3. It is NSWC Crane�s intent to contract for the amplifier under a new competitively awarded contract in FY22. The USG is conducting a market survey to determine if sources exist that can provide a high power amplifier that meets the below requirements: Frequency: 2.5 - 3.5 GHz RF Output Power: ? 200 W across the band Gain: 70 dB Duty: Continuous Wave Power Added Efficiency: ? 10 % Input Power: ? 48V DC @ ? 1750 W (Threshold),� ? 24V DC @ ? 1750 W DC Bias Voltage: < 48 V (Threshold), < 24 V (Objective) RF Connector Input: SMA-type coaxial RF Connector Output: N-type coaxial Operating Temperature: ? -40�C Weight: ? 70lbs Mean Time Between Failure: ? 1500 hrs. Environmental Requirements: MIL-STD-810H Atmospheric Pressure: 1,000 ft. below MSL to 10,000 ft. above MSL Storage Temperature: -40�C to 71�C Physical Dimensions: ? 5U Server Rack Dimensions (19� x 8.75� x 24�) External Connectors: Utilize MIL or IEC standards for connectors Per Federal Acquisition Regulation (FAR) 52.215-3 Request for Information or Solicitation for Planning Purposes (Oct 1997): This RFI is issued solely for conducting market research in accordance with FAR Part 10. The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited as a result of this notice. Although �proposal� and �offeror� may be used in the Request for Information, your response will be treated as information only.� It shall not be used as a proposal. The Government is not seeking or accepting unsolicited proposals. This notice shall not be constructed as a contract, a promise to contract, or a commitment of any kind by the Government. This solicitation is issued for the purpose of: determining industry inputs and interest for the procurement of a high power amplifier. Any small businesses that believe they can accomplish this entire requirement should indicate their small business status (see FAR Part 19) in their response. If a solicitation is issued in the future, it will be announced via BETA.SAM.GOV and interested parties must comply with that announcement. It is the responsibility of the interested parties to monitor BETA.SAM.GOV for additional information pertaining to this requirement. Questions regarding this announcement shall be submitted in writing via e-mail to the Contract Specialist and Contracting Officer�s email addresses. Verbal questions will not be accepted. Questions shall not contain classified information. Interested parties are strongly encouraged to submit an initial synopsis (commonly referred to as �white paper�). Any response received after the closing date will also be considered but may not be included in initial reporting or assessments. All responses should be submitted via email to Heidi Slaubaugh, Contracting Officer at heidi.d.slaubaugh.civ@us.navy.mil and copy David Dicharry at david.a.dicharry.civ@us.navy.mil. Responses to the RFI should not exceed ten (10) pages (exclusion of supporting information such as commercial literature, catalogues, manuals, etc.), typed in 12-point Times New Roman font, single spaced, with 1-inch margins. Paper should be 8 �� x 11� with a minimum of 1-inch margins around the page. Any text contained within tables, graphs, etc. should be 8-point Times New Roman font or larger. Included files should be created/prepared using Microsoft Office 2010 compatible applications. Graphics, photographs, and other data that may not be compatible with Microsoft Office 2010 should be submitted in Adobe Acrobat format. Submitted electronic files should not be compressed. All information received in response to this RFI that is marked proprietary will be handled accordingly. Cover Sheet, Company Profile, Table of Contents, and List of Abbreviations and Acronyms are exempt from the page limit. A detailed proposal is not requested.� Responses should indicate sufficient detail for assessment of potential design architecture, strategies and company interest; submissions should be organized as follows: Cover Sheet: RFI number and name, address, company, technical point of contact, with printed name, title, email address, telephone number, and date Table of Contents: Include a list of figures and tables with page numbers General response information List of abbreviations and acronyms Product line brochures, catalog excerpts, etc. may be submitted and referenced within the general capability statement and are exempt from the page limit. Responses should, at a minimum, address the following questions: What experience does your organization have in design, developing, and producing high power amplifiers for military applications? What design architecture is being considered to achieve the requirements listed in section 3 of the RFI? Would your organization be able to produce the high power amplifier outlined under this RFI in quantities of up to 1, 10, 50, 100, and 500? What is the expect unit price of the high power amplifier outlined under this RFI in quantities of up to 1, 10, 50, 100, 500? How long does your organization estimate it would take to complete the notional scope of work contained in Section 3 of this RFI? What technical risks were identified in meeting the scope of work outlined in Section 3 of this RFI? Is there any additional information or input you would like to provide as it relates to the high power amplifier as outlined under this RFI? Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their responses.� The Government will not be liable, or suffer any consequential damages, for any proprietary information not properly marked and clearly identified.� Proprietary information received in response to this RFI will be safeguarded and handled in accordance with applicable Government regulations. All responses shall be unclassified. All assumptions, including any assumed USG support, shall be clearly identified. All proprietary and restricted information shall be clearly marked.� All information marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities.� Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the NSWC Crane�s view of the information received.� Do not send any material that requires a non-disclosure agreement or identify information that is business sensitive.� Responses to this notice will not be returned.
