- The purpose of this modification is to provide RFI responses 14 19. 36C10F21R0041 RFI RESPONSE SHEET RFI NUMBER RFI RESPONSE 14 This solicitation is posted under the 541330 NAICS and set aside for SDVOSB firms which by small business definition cannot be awarded projects above $20 million in construction value but the request is looking for us to feature projects over $20 million. It would be a challenge for any small business to show this work as Prime. We were wondering if projects under $20 million in construction value will be given a lower rating or will still be evaluated equally to the larger projects? The question is confusing task order value (value of services to be provided) with project size. The small business size standard for a NAICS code refers to a businesses average annual receipts, not the overall size of projects that firm has experience with. For a simple illustrative example, consider that the Brooks Act limitation is 6% for design fees. Thus, conceivably, if a firm only performed design services in a given year and their total revenues don t exceed that 6% limit for all the work they performed, they could conceivably have experience with projects totaling $275M (or more) in value in any given year and not have exceeded the size standard because their revenues would not have exceeded the $16.5M limit. 15 Could you please clarify the project requirements? In factor 2 Specialized Experience it mentions 5 relevant projects but then in the Past Performance section it mentioned a minimum of 5 and no more than 10 projects. How many project sheets are you looking for in section F and how many additional projects are you looking for us to feature in the Section H narrative Past Performance section. Could you also please also clarify how many projects you would like CPARS or PPQs for? Provide 5 examples in section F as described for Factor 2. As described for Factor 3, in Part 1 Section H, provide past performance information for a minimum of 5, but no more than 10 projects which must be accompanied by a completed and customer signed PPQ or a CPARS report. 16 In regards to Attachment 2, Past Performance Questionnaire, under B Agency Information the original stated, Work to be performed: design/build projects such as new construction, renovation, alteration and repair, with multiple disciplines. Even though design/build is not a standard presentation of Design-Build, I had a concern that it would be mistaken for that. So, I changed it to Work to be performed: design/build projects, new construction, renovation, alteration and repair, with multiple disciplines. This change is acceptable. All firms be advised that the Section B to the Past Performance questionnaire has been changed to read, Work to be performed: design/build projects, new construction, renovation, alteration and repair, with multiple disciplines. 17 In regards to Attachment 2, Past Performance Questionnaire, the grid with the rating factors was not in the same order that the rating factors are presented in the survey section. (This is something I learned in a previous position.) I merely moved items around in that table so that they matched. This is acceptable. 18 What are the maximum number of projects we are permitted to include in Section F of the SF330 for the OCFM Central A/E lDlQ Services 36C10F21R0041? I saw this in the RFQ and wasn t sure if it meant we are limited to five (5) projects in Section F. Factor 2 Specialized Experience and technical competence: Using the A/E IDIQ Tasks included in this presolicitation notice, provide a description of five relevant, recent projects, with clients, for which the team members provided a significant technical contribution. Work on these projects must have been in the last five years (2016 2021). Indicate how each project is relevant to the A/E IDIQ Tasks described. Specialized experience in construction period services to include professional field inspections during the construction period, review of construction submittals, support in answering requests for information during the construction period, and support of construction contract changes to include drafting statements of work, and cost estimates is included as evaluation criterion. See RFI Response #15. 19 This upcoming solicitation appears to be similar but aimed at Major Projects ($20M and up) versus the Minor Projects one we are currently on. Are there going to be two different IDIQs for Minor and Major projects? It seems very unlikely that many SDVOSB firms will have more than one Major project, if any, as a prime contractor. This IDIQ is for the CFM Central Region which manages construction projects over $20 million. There will not be two different IDIQs issued from this office. Firm should show experience for the AE IDIQ tasks that are outlined in the announcement.
