- This is a Sealed Bid solicitation issued on 8/16/2021 with emailed bids due not later than 9/16/2021 - 1200 AK/1 PM Pacific. See solicitation documents for links to the scheduled TEAMS Live Event for public bid opening. This is a pre-solicitation notice being released pursuant to Federal Acquisition Regulation (FAR) Part 5.� Through the Great American Outdoors Act (GAOA) the USDA Forest Service (FS), Northwest Zone, has an anticipated requirement to provide and furnish all labor, superintendence, materials, tools, and equipment to complete clearing and grubbing, blasting exposed bedrock to widen the roadway, placing borrow to fill dips and flatten out steep sections of the road, and installing/replacing culverts as outlined in the Contract Specifications.� All work shall comply with standard construction practices including the appropriate sections of the Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects FP-14. The standards are available on the internet at https://highways.dot.gov/federal-lands/specs/archives/fp-14 Project magnitude:� Between $500,000 and $1,000,000. The project contains a base item and 5 option items: Base: Includes the reconstruction of the 8530 road from False Bay to the Wukuklook bridge (approx. 3.2 miles). Work includes clearing and grubbing, blasting exposed bedrock to widen the roadway, placing borrow to fill dips and flatten out steep sections of the road, and installing/replacing culverts. Work on the 8530 road segment cannot commence until after August 1st due to nesting birds. Option 1- Includes blasting a rock knob on the 8502 road to increase site distance around a blind corner. Option 2 � Includes reconditioning and placing a 6� lift of crushed aggregate on the first 1.4 miles of the 8576 road. Option 3 � Includes clearing & grubbing and borrow placement to increase the size of the Bear Paw Lake Parking lot to accommodate one additional vehicle (16 passenger van). Option 4 � Includes removing an existing 0.60 mile long boardwalk trail and replacing it with a rock trail. Work on this option cannot commence until after August 1st due to nesting birds. Option 5 � Includes installing two fire rings near the end of the 0.25 mile long Bear Paw Lake trail The project is located on the Hoonah Ranger District of the Tongass National Forest, on Hoonah road system. The start of the 8530 road work is approximately 24 miles by road from the city of Hoonah. The start of the 8576 road is 12.5 miles from the city of Hoonah (34 miles from False Bay). The rock source for the 8576 road is located at MP 0.3 on the 8508 road (1.6 miles from the start of the 8576 road). The Bear Paw Lake parking area is 23.5 miles from the city of Hoonah..� This procurement will be solicited using North American Industry Classification System (NAICS) 237310�Highway, Street, and Bridge Construction, with a small business size standard of $39.5M.� An Invitation for Bid for this acquisition will be released on or about August 16, 2021 and will close on or about September 15, 2021.� It is anticipated that the contract will begin on or about September 22, 2021.� This acquisition will be competed as a 100% HUBZone Small Business Set Aside. This Pre-solicitation Notice seeks to provide information to interested parties about potential opportunity to construct new work, additions, alterations, or maintenance and repairs for road and other transportation related repair and construction services. �This Pre-solicitation Notice does not commit the Government to contract for any supply or service. �Respondents are advised that the United States (U.S) Government will not pay for any information or administrative cost incurred in response to this Pre-solicitation Notice. �All costs associated with responding to this Pre-solicitation Notice will be solely at the responding party's expense. �Please be advised that all submissions become Government property and will not be returned. �Responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract. NOTICE:��Public Bid Opening will be conducted utilizing the Microsoft TEAMS program.� The solicitation will include the associated link for the meeting.� It is the responsibility of interested parties to ensure they have the TEAMS access on their computers and connectivity prior to the event.
