- PURPOSE OF THE ANNOUNCEMENT: This is a combined Synopsis and Solicitation Announcement competed under FAR par 13 � Simplified Acquisition. DESCRIPTION: The US Army Corps of Engineers (USACE) Europe District (NAU) intends to select one contractor for the renovation of the existing 2-story solid concrete / masonry facility with flat roof that serves as orphanage housing 15 people (10 children, 2 caregivers-teachers and 3 additional staff members). The building is continuously operated and will remain occupied during renovation. PLACE OF PERFORMANCE: Place of performance will be in Jogeva, Estonia FULL AND OPEN COMPETITION: This acquisition will be subject to full and open competition pursuant to FAR Subpart 6.1. The NAICS Code selected for this acquisition is 236220 - Commercial and Institutional Building Construction. SPECIAL SAM NOTICE: Please take notice that the System for Award Management (SAM, www.sam.gov) has a new entity registration requirement that firms submit an ""original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number before the registration will be activated."" This applies to all new entity registrations and all entity registration renewals, effective 29 April 2018.
