Description
BMT Laboratory Sterilizer 1. This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation that will be issued; quotes are being requested and a written solicitation will not be issued. The Government anticipates a Firm-Fixed Price Purchase Order will be issued from this solicitation. 2. This requirement is being solicited as Request for Quotation (RFQ).� The RFQ number is NIH-RFQ-6070102. 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06, dated July 12, 2021. 4. This requirement is solicited as a full and open competition.� The associated North American Industrial Classification System (NAICS) code for this procurement is 339113.� Its associated Small Business Size Standard is 750 employees. 5. List of Item(s):� The vendor shall provide the following item(s) in the quantities specified below. 1)�BMT Laboratory Sterilizer Model SP559-1 with a) right 304 stainless steel wall with lockable hinged access door for maintenance, b) left 304 stainless steel side wall, c) top and back cover made from 304 stainless steel, and d) internal loading rack with two shelves.� Refer to Attachment 1 for detailed specifications. 2) Applicable shipping charges 3) Removal of existing unit, installation of BMT sterilizer, start-up and training on BMT sterilizer 6. Description a.� Background: The National Institutes of Health, National Eye Institute, Laboratory of Retinol Cell and Molecular Biology intends to purchase a BMT Sterivap Laboratory Steam Sterilizer Model SP559 to replace a sterilizer approaching its end-of-life cycle.� The BMT sterilizer was determined to be reliable, meets the required specifications, and is best suited to satisfy the needs of the research laboratory. b.� General Requirements: 1) Only quotes for the BMT Sterivap Laboratory Steam Sterilizer Model SP559, installation, start-up and training from the manufacturer or authorized resellers�is being solicited and will be considered.� Offerors should specify what is included and excluded in the start-up and training costs.�� 2) Offerors should provide their shipping time with quote.� Delivery will be made to the National Institutes of Health, 9000 Rockville Pike, 6 Center Drive, Building 6, Bethesda, MD 20892.��Inside delivery is required and scheduling must be coordinated with government project personnel. ����������������������������� 7. 52.252-1 Solicitation Provisions Incorporated by Reference (Feb 1998) This RFQ incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Provision 52.212-1 Instructions to Offerors � Commercial Items (Jul 2021) is incorporated by reference. 9. Provision 52.212-2 Evaluation � Commercial Items (October 2014) is incorporated by reference. The provision 52.212-2 incorporated above is completed as follows. �Quotes received in response to this RFQ will be evaluated using the lowest-priced-technically-acceptable (LPTA) methodology. To be determined �Technically Acceptable� the offeror must meet or exceed all salient characteristics. �Award will be made to the vendor whose proposed equipment meets all specifications and whose total price is the lowest quote.� �Delivery times may also be considered to determine award. 10. Provision 52.212-3, Offeror Representations and Certifications � Commercial Items (Feb 2021) applies to this acquisition. 11. Clause at 52.212-4, Contract Terms and Conditions�Commercial Items (Oct 2018), applies to this acquisition and no addenda to the clause are included. 12. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders�Commercial Items (Jul 2021), applies to this acquisition. 13.
