Description
Background The U.S. Department of Health and Human Services (DHHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Division of Cancer Epidemiology & Genetics (DCEG), Occupational and Environmental Epidemiology Branch (OEEB) is conducting an international whole-genome sequencing study of lung cancer tumors from never-smoking women worldwide that includes women in Asia, Europe, South America, Africa, and U.S. to identify exposure-related mutational signatures. NCI is collecting data and biological samples of the study subjects from China, Asia, the West, and other regions as part of the Sherlock-Lung study. To support this study, the OEEB seeks to procure tissue samples from never-smoking Asian-American women. The OEEB intends to utilize samples from an existing case-control study which includes lung cancer cases identified through early-case ascertainment methods from cancer registries and unbiased controls from the study population. The OEEB will use these samples in conjunction with a comprehensive high-quality questionnaire obtained as part of the same study. These samples and the questionnaire data will assist OEEB in furthering its research into lung cancer in never-smokers.� Details regarding the specifications for this acquisition can be found in Attachment 1 � Statement of Work. The response close date of this notice is in accordance with FAR 5.203(a)(1). This acquisition will be awarded pursuant to the authority in FAR 13.106-1(b)(1) using simplified acquisition procedures. It is exempt from the requirements of FAR Part 6. This notice is not a request for competitive quotation; however, if any interested party � especially any small business � believes it can meet this requirement, it may submit a capability statement for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. The NCI intends to make a sole-source award to the following entity: University of California, San Francisco 550 16th Street, Second Floor MH-2841 San Francisco, CA 94158 The University of California, San Francisco (UCSF) is the only existing vendor with access to tissue samples from never-smoking lung cancer cases involved in a population-based case-control study with a comprehensive questionnaire data available in Asia-American women in the United States. UCSF is a public land-grant research university in San Francisco, California and is conducting a population-based case-control study to investigate what causes lung cancer in non-smoking Asia-American women. Study participants include incident lung cancer cases identified through early-case ascertainment methods from cancer registries, and unbiased controls from the study population. The study collects biological samples from each associated subject, including tumor tissue among cases. A high-quality questionnaire is used to provide to collect information associated demographic and lung cancer risk variables. No other study with access to bio-specimens from biorepositories among this specific population (never smoking Asia-American women) exists in the U.S. Response Instructions Responses must be received in the contracting office by the deadline stated in this notice. All responses and/or questions must be submitted via e-mail to Renee Jones-Chuang, Contract Specialist, at renee.jones-chuang@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must be registered and have valid certification through SAM.gov and have representations and certifications completed. Responses should include both the STATEMENT OF CAPABILITY and the BUSINESS SIZE AND SOCIOECONOMIC STATUS information as explained below. Requested Information: (1) Statement of Capability: Submit a brief description (10-pages or fewer) that includes product specifications. Include past experience with performing this type of service for Government agencies, or for a private medical facility. Please indicate your address.
