Description
This is a synopsis of contract action (SOCA); this is not a solicitation for a Request for Proposal, Invitation to Bid, or a commitment, implied or otherwise, that AFTC/PZIEB will take procurement action in the matter. No reimbursement will be made for any costs associated with providing information in response to this SOCA or any follow-up information requests. The purpose of this SOCA is to notify industry of the USAF�s intent of contract action and possibly gain knowledge of other potentially qualified sources and their size classifications (small business, large business, etc.). Please do not request a copy of solicitation, as one does not exist. The AFTC Contracting Directorate (AFTC/PZIEB), Edwards AFB intends to issue a sole source, Firm-Fixed Price Contract under the authority of 10 United States Code (USC) 2302(b), as implemented by FAR 13.106-1(b)(1) and AFFARS 5313.501 to National Outdoor Leadership School (NOLS). 284 Lincoln St., Lander, WY 82520. The applicable NAICS is 611430 with a size standard of $12,000,000. The following is a brief description of the acquisition requirements: The 461st Flight Test School (FLTS) is seeking a sole source purchase of a seven (7) day hands on and immersive training, Air Force Flight Test Leadership Expedition (ATLE) course for 10 individuals. The course shall be in an outdoor environment, where the individuals and the team will be physically pushed and mentally challenged. The fatigue and unfamiliar environment of the course will induce stress on the team that will bring up challenges and differences that must be worked through by utilizing the leadership traits and training that are practiced during the course. The course has a unique formula that has proven effectiveness in forcing these stressors to provide real life, hands on, leadership development. The lessons learned during this course can and will be directly applied to leadership from our military members during their interactions and relationships with the rest of the F-35 organization and DoD enterprise throughout their careers. It will create better leaders here at the ITF and a better leadership team moving forward. Critical Requirements: -to developed leadership skills on how to manage the different perspectives, needs, and desires from all the organizations (military services (Air Force, Navy, and Marine Corps), government contractors, civilian contractors, as well as foreign partners) -the ability to lead and unify the team for a common goal and this leadership, like any tool, must continue to be practiced and sharpened -hands on and immersive training in an outdoor environment There are no solicitation documents; however, any vendors that believe they can meet the requirements described should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government�s requirement. In addition, the response should include verification of the Offeror�s Representation and Certifications�Commercial Items in accordance to FAR 52.212-3. If the offer does not have a copy of this provision, go to http://www.sam.gov/ to load required information. Any response received without completing this registration will be considered noncompliant. Further, the response should include any special requirements for a commercial contract (i.e. Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR part 12. All information furnished shall be in writing and must contain sufficient detail to allow the government representative to evaluate and determine if it can meet the requirement. Responses must be received no later than (NLT) 4:00 p.m.�PST, 18 Aug 2021.
