- Special Notice Special Notice Special Notice *= Required Field Special Notice Notice of Intent to Sole Source The Department of Veterans Affairs, NCO 6 intends to award a sole source, FFP, Purchase Order to Relias, LLC for the procurement/purchase of the CE Direct +Certification program to be used at Hampton VAMC, 100 Emancipation Drive Hampton VA 23667. The North American Industry Classification System (NAICS) for this requirement is 511210 with a business size standard of 38.5 million. Authorized product distributors of CE Direct +Certification program may provide a capability statement as instructed below. This proposed contract action is for the purchase of CE Direct +Certification program is a continuing educational program that helps clinicians meet license and certification requirements and provides opportunities for professional growth. The government intends to solicit from only one source under the authority of FAR 13.106-1(b), Soliciting from a Single Source. This notice of intent is not a request for competitive quotes; however, interested parties may identify their skill and ability by sending capability statements in reference to this requirement no later than August 20, 2021 by 11:00 a.m. EST to ruth. morris@ va.gov. Interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or woman owned business. If your firm is a Service-Disabled Veteran Owned or Veteran Owned Small Business, you must be CERTIFIED in VetBiz (see internet site: http://vip.vetbiz.gov). Also indicate whether the vendor is U.S. or foreign owned (in compliance with the Buy American Act). Respondents who submit proprietary data shall clearly mark the data with appropriate markings. The Government will not pay for any information submitted as a result of this notice. This notice shall not be construed as an obligation on the part of the Government to acquire any products or services. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Hampton VA Medical Center Educational Department have a requirement to procure a brand name item: CE +Certification program. The CE +Certification program will provide 24/7 online access to comprehensive CE and certifications to 250 medical staff. It will allow for instant access to courses onsite and remotely. The interprofessional courses comprises courses for nursing, pharmacy, medical and other allied health disciplines listed. Includes test prep for 50 nursing certification exams. Contains 2658 courses in different learning formats such as online, live webinars, print, audio, blending learning events and virtual classes. The required software program is only available through manufacturer proprietary Relias, LLC. This procurement is in direct support of the Educational Department. Based on facility need and existing conditions, like or similar items will not suffice. Description of market research conducted and results or statement why it was not conducted: Market research was conducted by querying the VIP search conducted on 08/12/2021 utilizing NAICS 511210 and Key Words Certification Review revealed 24vendors: 22 SDVOSBs and 02 VOSBs. NAC searched using keyword CE +Certification Relias, LLC revealed no possible contract. SAC searched using keyword CE Direct Relias revealed 4 possible contracts. GSA eLibrary search using keyword CE Direct Relias revealed no possible vendor contracts. GSA Advantage searched using keyword CE + Certification Review + focused revealed no result. FPDS searched using keyword CE DIRECT under department of Veteran Affairs revealed 10 purchase orders that were used for information purposes only. SBA Dynamic Small Business Search (SBDS) search using NAICS 511210 and Keywords CE +Certification revealed no potential vendors. SBA.gov was used to verify 511210 size standards. NCO 04 previously purchased the CE Direct program under award 36C24419P0818 on 07/02/2020 to RELIAS LLC (LB); 1 offer received. (Identify POC name/title organization/e-mail/phone and the resultant source list):The Brand Name Market Research specific requested items CE +Certification is available via Open Market from (OEM): Relias, LLC (Large Business DUN:139896372) is the Sole Source provider of the CE +Certification product with no authorized resellers/distributors.
