Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT TO ForeFlight, LLC. to provide the following Subscription:� ForeFlight Mobile: Military Flight Bag Performance, quantity twelve (12) Licenses, for a base plus two option years UNDER AUTHORITY OF FAR 13.106-1(b)(1)(i) ForeFlight, LLC. 2323 S. Sheppard Dr., Suite 912 Houston, Texas 77019 Requirement: ForeFlight Military Flight Bag subscription. USAGE: ForeFlight subscription application which provides legally required and electronically updated moving maps, instrument procedure plates, and precision flight planning tools. The ForeFlight Military Bag is a tablet program that contains aeronautical publications, charts, and airspace boundary mapping capabilities required to safely plan and execute UC-35D and UC-12 flights in both national and international airspace. With its exclusively integrated Stratus ADS-B (Automatic Dependent Surveillance-Broadcast) system it adds precision GPS positioning for our aircraft, the positions of other nearby aircraft, up to the minute weather radar depictions and forecasts, restricted flight area alerts, terrain avoidance, Notices to Airman (NOTAMS) updates Capabilities provide pilots with situational awareness to avoid bad weather, ground and airborne threats, and increase surveillance in remote areas outside of radar coverage. ADS-B is an FAA air traffic system safety component. The Electronic Flight Bag required capabilities include: - Live weather radar, built in WAAS GPS - Ability to pull Notice to Airmen (NOTAMs), Terminal Area Forecast (TAFs) and Meteorological Terminal Aviation Routine Weather Report or Meteorological Aerodrome Report (METARs) in flight. Temporary Flight Restrictions (TFRs), airport/runway closed/unsafe NOTAMs, Pilot Report (PIREPs), Significant Meteorological Information (SIGMETs), Convective SIGMETs, AIRMETs, Center Weather Advisories (CWAs), and Severe Weather Watches/Warnings. - Automatically alerts crews of applicable NOTAMs when you select an approach to an airfield. - Provides terrain avoidance cuing. - Ability to file flight plans. (Route and fuel planning) - All mil approved navigation charts and approach plates, worldwide - Automatic Dependent Surveillance-Broadcast (ADS-B) traffic advisories similar to Enhanced Traffic Alert and Collision Avoidance System (ETCAS) - GPS position of aircraft at all times. (Essential cuing while on the approach plate and the airfield diagram) - Dual-band ADS-B Traffic (978 MHz / 1090ES) - Backup Attitude (AHRS), essentially a standby instrument panel. (Synthetic Vision becomes an affordable backup attitude indicator complete with super-responsive pitch and bank information) - Built-in Pressure Altitude sensor - Flight Data Recorder This Notice of Intent is not a request for Expressions of Interest (EOIs), proposals or quotations.� No solicitation document exists and no telephone inquiries will be accepted.� No contract award will be made on the basis of EOIs, proposals or quotations received in response to this notice.� Interested persons may identify their interest and capability to respond to the requirement, and should furnish detailed data concerning their capabilities to provide the services sought including pricing data and technical data sufficient enough to determine that a comparable source to the government is available.� The Government will be the sole determiner regarding an offeror�s ability to meet all requirements.� The Government will consider all EOIs received prior to 2 days after date of publication of this synopsis before 5:00 PM PST on that date.� A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� EOIs should be submitted via email to Monique.garcia@usmc.mil. The email must clearly identify this notice and the name of the point of contact on the first page.� Submitters bear the burden of ensuring that the EOI reaches the designated point of contact above on time and should allow a reasonable time for emails to be received.� All information must reach the office before the deadline specified and any information that arrives in the office after the specified deadline will not be considered.� The submitter bears the risk of non-receipt of emails and should confirm by telephone that any email was received.� This purchase will be under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized under FAR 13.� The anticipated award date is 01 September 2021.� Point of contact for this purchase is Monique.garcia@usmc.mil. �����������������������������������������������
