- THIS IS A REQUEST FOR INFORMATION ONLY Question and Answer 17 Aug 2021: SHiELD RFI Lifecycle Costs, Row 39 Question: This line is entitled �Data Rights across Lifecycle.� Would you please clarify as to the type of costs expected to be included in this line?� For example, should this include the license costs per unit for production units delivered, software support tool license costs, etc.? Answer:� Data rights across Lifecycle should include technical data and computer software. Technical data includes scientific or technical information such as product design or maintenance data, computer databases, and computer software document. Computer software includes executable code, source code, code listings, design details, processes, flow charts, and related material that enables software reproduction and recreation. Respondents should include the forecasted costs necessary to sustain the device. Additionally, respondents should include any peculiar and or proprietary support equipment as a separate line item. Support equipment costs should be captured in development, procurement, and sustainment costs as appropriate. Question: Should any of these costs be shown within the development or production cost sections? Answer: Costs relating to data rights should be captured in the development, procurement, and sustainment section of the worksheet, as appropriate. Answer:� SHiELD RFI Lifecycle Costs, Row 6 LPE refers to Low Probability of Exploitation waveform SHiELD RFI Lifecycle Costs, Row 4, 5, & 6 Question: For EMD, Prime Mission Product SHiELD:� Do lines 5 and 6 sum to line 4? Answer:Lines 5 and 6 sum to Line 4 SHiELD RFI Lifecycle Costs, Row 4, 5, & 6 Question: Should industry include hardware development?� If so, should that information be captured in Row 4 of the spreadsheet?�� Answer: Industry should include hardware development. Responses should include any information that the original RFI did not include. Question: Same question for other waveform costs besides LPE. Answer: Industry should include other waveform costs. Responses should include any information that the original RFI did not include. Estimated Schedule Question: May industry recommend other schedule tasks / items it believes are warranted for the Government�s consideration? Answer: The Govt welcomes Industry cost inputs and schedule tasks that were not included in the original RFI. Estimated Schedule Question: What does DAA refer to regarding development, accreditations, testing and authorizations to operate?� Answer: DAA is a Designated Approving Authority for Cybersecurity. The Govt will engage Cybersecurity support early and often to assess device development and ensure Govt Cybersecurity standards are met. Estimated Schedule Question: May industry suggest time lines different than what the Government has estimated? Answer: The Program Office welcomes Industry cost inputs and schedule tasks that were not included in the original RFI. Estimated Schedule Question: What are the Government�s tests, expectations, and assumptions behind a 21-month DT/OT? Answer: The Program Office will sponsor Govt test agencies to validate device capabilities to ensure Operational Requirements are met. The 21-month DT/OT is an estimate only and may increase or decrease based on the technical baseline of an individual device.� This announcement constitutes a Request for Information (RFI) only. The Combat Survivor Evader Locator (CSEL) Joint Program Office (JPO) is conducting a market assessment to identify potential costs and cost drivers associated with a National Security Agency (NSA) approved non-Controlled Cryptographic Items (CCI), which utilizes Government-owned Beyond Line of Sight (BLOS) capabilities to support the Isolated Personnel (IP) in austere combat environments. This announcement is not a request for proposal, or an invitation to bid. This RFI should not be construed as the Government's commitment to issue a solicitation or contract award, nor does it restrict the Government to a particular acquisition approach. The Government will not reimburse or pay for any information or administrative costs incurred in response to this RFI or any follow-up information requests. All costs associated with responding to this RFI will be solely at the responding party's expense. Additionally, submissions to this RFI become Government property and will not be returned. Responses due 18 August 2021 by 5:00 pm to names noted on attachment.� See 2 attachments.� The CSEL JPO will not accept unsolicited proposals.
