Description
The purpose of this modification is to provide RFI responses 20 - 23. 36C10F21R0041 RFI RESPONSE SHEET RFI NUMBER RFI RESPONSE 20 Until recently, most opportunities with an SDVOSB set aside were capped at a $10 Million construction cost.  The range was increased recently to be projects with an estimated construction cost up to $20 Million; however, major projects with a construction cost of greater than $20 Million were not available to most SDVOSB firms.  The exceptions have been the firms already awarded the (current) Central Region IDIQ.  These firms have had opportunities to perform work on design projects such as Project Books and the RLP packages for CBOCs, many of which had a construction cost greater than $20 Million. Even though these task orders didn t require design of a $20+ Million project from concept through construction documents, they had a construction cost that meets the threshold described in the current solicitation and subsequent RFIs. Therefore, the concern is that the only firms which can show relevant projects for the Central Region IDIQ are the incumbents. How are other firms expected to show projects with a construction cost of $20+ Million when they have not had the same opportunities? The Government is looking for the best qualified firms who can perform the work of the contract(s) to be awarded.  This may involve a range that includes potential for work on major projects, which may or may not be significantly larger than the size of example projects requested for evaluation purposes.  For this reason, the Government has requested examples of project experience commensurate with the size of potential projects for which successful offerors may be expected to perform.  As the Government is seeking the best qualified firms, it does acknowledge that not every potentially interested firm will have the requisite experience and/or qualifications to be considered best qualified.  21 Factor 4 states, In Part I, Section H, Prime firm and sub consultants must demonstrate capacity to accomplish the work in the required time and the ability to adhere to schedules. Prime firm must demonstrate that it is able to provide A/E Services to a VA facility in the Central Region. a)            List current projects being designed in the firm s office b)            Describe experience in successfully delivering projects per performance schedule, providing timely construction support, and successfully completing multiple projects with similar delivery dates. c)            The A/E shall provide details of its current work (public/private) including the duration of the contracts, and how it anticipates on taking on additional work required by CFM. Are all these of these items to be answered only by the Prime firm? As stated in Part I, Section H, Prime firm and sub consultants must demonstrate capacity to accomplish the work in the required time and the ability to adhere to schedules. The information submitted for this factor would be the Prime Firm s proposed team demonstrating the capacity to accomplish the work. 22 Under SF330 Submission Requirements, the instructions stated, all sections must be tabbed.   Considering that this submission is to be emailed, may we eliminate the tabs? Tabs may be eliminated from the submission. 23 With regard to the requirement of a minimum 12-point type, may we use no smaller than 10-point type for headers, footers, captions, and Part II forms? Also, are the standard point sizes already on the SF330 form (the smallest is 7 point Arial/Helvetica) acceptable only in those areas where they normally appear (e.g., most block labels use the 7-point size)? 10 Point type is acceptable for headers, footers, captions, and Part II forms.
