Description: Requesting Agency:� 152 CES, Nevada Air National Guard Purchasing Agency:� 152 MSG/MSC, Nevada Air National Guard, Reno, Nevada 89502 This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. This solicitation is issued as a request for quote (RFQ) in accordance with FAR Part 12 and 13. All responsible source(s) solicited may submit a quote that shall be considered. Interested parties may identify their interest and capability to respond to the requirement or submit a quote. This combined synopsis/solicitation incorporates the provisions and clauses that are in effect in the Federal Acquisition Regulation and applicable supplements on the date this solicitation was issued. In order to be considered for award, vendor must adhere to all quotation requirements detailed herein. Submit written quotes in reference to all required items contained in this Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-06 effective 12 July 2021, Defense Federal Acquisition Regulation DPN 20210709, effective 9 July 2021, and AFARS Revision 5 August 2021. The NAICS code for this requirement is 562910 Remediation Services and the applicable size standard is no more than $22 Million. The Product Service Code (PSC) designation is F108 Environmental Systems Protection- Environmental Remediation. Evaluation of the quote will be based on price only with conforming technical approach: meaning that the government will have reasonable assurance that the proposed contractor is fully capable of meeting the requirement of the performance work statement; award will be made to the vendor whose response represents the Best Value to the government. **NOTE** Please see the FAR clause 52.212-2 � Evaluation � Commercial Items for full evaluation information and included addendum. SOLICITATION CLOSING DATE: FRIDAY, 3 SEPTEMBER 2021 SOLICITATION CLOSING TIME: 2:00PM PDT Quotations received after solicitation close and/or incomplete quotations that do not contain all of the stated solicitation submittal requirements will not be considered for award. Vendor quotations shall be valid for at least 60 days after the solicitation close date. All other inquiries or questions resulting from this combined synopsis/solicitation, shall also be directed to the point of contact listed above. Description: The 152 Civil Engineer Squadron from the Nevada Air National Guard has a requirement to demo, remove, and dispose of VCT/ Rubber flooring, rubber baseboard, cabinetry, and wall section as defined in this PWS. The objective(s) of this project is to remove all Asbestos Containing Material (ACM) from Building #76 where the Science and Technology Academies Reinforcing Basic Aviation and Space Exploration (STARBASE) Program will operate. To ensure all ACM and Lead Containing Material (LCM) was identified, an independent contractor performed an Asbestos and Lead Survey of the proposed STARBASE footprint. The STARBASE footprint is within building 76 located at the Nevada Air National Guard Base in Reno, Nevada. The 152 Mission Support Group Contracting Office, intends to award a Firm-Fixed-Price contract for these services. Please see the attached PWS (Attachment 2) for full technical requirements of the services. Complete the unit prices/extended amounts for all items in the below table based on total prices. PST at the NVANG Base Building 88 for the purposes of interested parties will be permitted to visit the site prior to the submission of quotes, and scheduling will be done in accordance with FAR 52.237-1, �Site Visit�. Due to recent updated mask guidelines from DOD and CDC for COVID-19 protocols, all personnel to include contractors at DoD installations that are in areas of substantial community transmission, to wear a mask regardless of vaccination status and to practice physical distancing guidance. � Due to security conditions, all offerors must register to attend this site visit. This information will be provided to the Base Security Forces who will authorize your entrance to the site. Information provided at this site visit shall not qualify the terms and conditions of the solicitation. Terms of the solicitation remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.
