- NOTE:� THE SITE VISIT FOR THIS REQUIRMENT HAS BEEN CANCELLED. Mission and Installation Contracting Command (MICC) Fort Bliss is issuing a PRE-SOLICITATION NOTICE for an Invitation for Bid (IFB) firm fixed price construction contract to repair, re-construct and maintain the installation paving infrastructure at Fort Bliss, Texas and surrounding areas to include Fort Bliss training areas in Do�a Ana and Otero counties of New Mexico. IAW FAR 19.805-1(a), the Paving requirement is an 8(a) Competitive acquisition set-aside for 8(a) certified firms whose business plans are being serviced by the Small Business Administration (SBA) El Paso District Office or SBA New Mexico District Office operating under the NAICS code 237310. The applicable SBA Small Business Size Standard is $36.5M. The Government anticipates the release of the solicitation for W911SG-21-B-0001 Invitation for Bid on or about 01 July 2021. The anticipated ordering period on or about 01 September 2021 - 31 August 2022 with four (4) one-year option ordering periods. The magnitude of the procurement is estimated to be between $10,000,000 and $25,000,000. This Single Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract shall encompass a wide variety of individual construction task orders. During the contract ordering period, individual task orders will be issued to the contractor for specified project(s). Performance period for each project will be specified in each individual task order. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in the contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work under this contract will be performed within the confines of the Fort Bliss Military Installation, at Fort Bliss, TX and surrounding areas to include New Mexico. The Wage Determination: General Decision Number: TX20210024 01/01/2021; Superseded General Decision Number: TX20200024; State: Texas; Construction Type: Highway; County: El Paso County in Texas / General Decision Number: NM 20210035 01/01/2021; Superseded General Decision Number: NM20200035; State: New Mexico; Construction Type: Highway; Counties: Do�a Ana and San Juan Counties in New Mexico / General Decision Number: NM20210036 01/01/2021; Superseded General Decision Number: NM20200036; State: New Mexico; Construction Type: Highway; Counties: Catron, Chaves, Curry, De Baca, Eddy, Grant, Hidalgo, Lea, Lincoln, Luna, Otero, Roosevelt, Sierra and Socorro Counties in New Mexico will govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price or $1,000,000.00, whichever is less. Performance and payment bonds must equal 100 percent of the original contract price. An organized site visit will be conducted for this procurement. Details of that site visit will be available in the IFB. Tentative Dates: IFB: Will be available on or about 1 July 2021. Opening Bids: Will be on or about 30 July 2021. The issuance of the IFB will be the driver of the bid open dates. Once the IFB has been released Bid Due and Bid Open dates will be detailed within the IFB. Completing Contract Performance: The Indefinite Delivery/Indefinite Quantity (IDIQ) ordering period will consist of a twelve (12) month Base Year; and four (4) twelve (12) month option periods. The Government reserves the unilateral right to exercise each option period. Plans: Any plans associated with the Paving project(s) for the IDIQ will be provided when the IFB is posted. Set-Aside: The IFB once issued will be set-aside for 8(a) competitive small business concerns; all others will be deemed non-responsible. Contract award will be based on Sealed Bid - FAR Part 14. In accordance with FAR Part 14.408-1(a); award will be made to the responsible bidder whose bid, conforming to the invitation, will be most advantageous to the Government, considering only price and price-related factors included in the invitation. Site Visit: Site visit will be held 21 July 2021 at 0900 hours. It will begin in the Stayton Theater (Building 2495) on the corner of Chaffee Road and Ricker Road. Please ensure to social distance, wear mask and use hand sanitizer. The date for issuing the solicitation is on or about 1 July 2021, bid opening is estimated to be on or about 30 July 2021 under solicitation number W911SG-21-B-0001. The technical exhibits will be available for inspection without charge thru the System for Award Management (SAM.gov) at www.sam.gov. No paper copies of this solicitation are available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents. Interested parties must have a current registration in the System for Award Management (SAM) at www.sam.gov to receive a government contract award. Bidders shall register in SAM as well at www.sam.gov. Online Representations and Certifications Application (ORCA) must also be current to qualify to receive a contract award.
