- PRESOLICITATION NOTICE / SYNOPSIS Disclaimer: This pre-solicitation notice is for information only, and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, proposals as a result of this pre-solicitation synopsis. The Government will not reimburse the cost of any submission in response to this announcement -- the entire cost of any submission will be at the sole expense of the source submitting the information. If a solicitation is issued in the future, it will be announced via the Sam.gov website (sam.gov) and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. SYNOPSIS The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation, N00024-21-R-2504, for the Preliminary Design (PD) of the Submarine Tender Recapitalization Program, AS(X) (unnamed Auxiliary Ship).� AS(X) is being specifically designed to support deployed VIRGINIA class (VCS), COLUMBIA class (CLB), and future generation submarines in the 21st century.� AS(X) will also be capable of supporting Los Angeles (LA) Class submarines and OHIO Class SSBNs until their retirement.� AS(X) is required to support all aspects of I-level maintenance and support to deliver expeditionary tending operations to VCS Block V (and later) submarines.� AS(X) will conduct steady state and wartime sustained, forward-based tending, resupply, and I-level repair operations on deployed submarines while at anchor or moored at a pier.� All systems essential to conduct tending, repair operations and logistical support to tended submarines will be manned to sustain 24-hour/day services.� In steady state, the AS(X) provides pier-side support in a forward deployed submarine homeport, providing sustained repair, supply, weapons handling/rearming, and tending operations for home ported or visiting submarines and ships, and fly-away emergent voyage repair services for other deployed submarines and ships. Information regarding this solicitation will be made available through SAM website at sam.gov and prospective offerors must comply with that announcement (including the Terms of Use).� SAM is the single point of entry for posting of the synopsis and solicitations to the internet.� Prospective offerors should monitor the SAM page for the notice of release of the solicitation, and any applicable amendments.� Offerors must be registered in the System for Award Management (SAM) to participate in this procurement at sam.gov.� All responsible sources may submit an offer, proposal, or quotation which shall be considered by the agency. The Government anticipates releasing a DRAFT AS(X) PD solicitation for industry review and comment in July 2021. �A final AS(X) PD solicitation is anticipated to be released in late fourth quarter fiscal year (FY) 2021.� The Government may award multiple PD contracts to prospective offerors at the beginning of FY 2022 second quarter. The Government also anticipates releasing a solicitation for the detail, design, and construction (DD&C) of the lead AS(X) ship in FY 2023 with contract award planned for FY 2024.� The follow-on ship construction effort is anticipated to be awarded in FY 2026. REQUIREMENTS DOCUMENTS The AS(X) solicitation contains Controlled Unclassified Information (CUI).� Prospective offerors must request a �Terms of Use� letter from the Procuring Contracting Officer (PCO).� �The ""Terms of Use"" letter shall be signed and returned to the Contracting Officer and Contract Specialist. �Upon receipt of the ""Terms of Use"" letter by the PCO, the restricted disclosure attachments (such as DRAFT AS(X) PD solicitation documents including system specifications) will be made available in a secure manner to the prospective offeror via DoD Safe (https://safe.apps.mil/) so long as the prospective offeror has an approved TOU Letter from the PCO.� The �Terms of Use� letter shall be signed and returned to: ���������� TO: Mr. Roy Yim � roy.yim@navy.mil ���������� CC: Ms. Megan Villalba � megan.villalba@navy.mil ���������� SUBJECT LINE: Terms of Use letter (insert name of company) N00024-21-R-2504 Solicitation DRAFT AS(X) SOLICITATION, SYSTEM SPECIFICATION and CONTRACT DATA REQUIREMENTS LIST (CDRLs) A DRAFT AS(X) Solicitation, System Specification (dated 18 May 2021) and CDRLs will be made available to prospective offerors with an approved TOU letter. �Prospective offerors without an approved TOU letter are instructed to see the notes under REQUIREMENTS DOCUMENTS. The Government welcomes industry comments and questions regarding the Draft AS(X) Solicitation, System Specification and CDRLs. �Potential Offerors shall electronically submit Unclassified questions and comments regarding the draft document by sending an email with the Attachment ""Bidder�s Questions Submittal Form"" to the Contract Specialist, Ms. Megan Villalba at megan.villalba@navy.mil and the Contracting Officer Mr. Roy Yim at roy.yim@navy.mil. ��For ease of Government review, potential Offerors must submit questions on a Microsoft Word version of the Bidder�s Questions Submittal Form. Information provided with each question shall include the document name, document date, specific page, paragraph, or other definitive citation requiring clarification as per the attachment.� Potential Offerors are encouraged to provide a reference to aid the Government in understanding the Question and/or Comment/Feedback.� INDUSTRY DAY Program Executive Office, Ships (PEO SHIPS), Strategic and Theater Sealift Program Office (PMS 385) plans to host an Industry Day to discuss the NAVSEA requirements for the Preliminary Design of the AS(X).� The purpose of this Industry Day is for the Government to brief interested Contractors in order to improve Industry's understanding of the AS(X) design requirements and anticipated contracting approach.� The Industry Day is planned to be held on 25 AUGUST 2021 at Washington, DC.� NAVSEA is kindly requesting that Potential Offerors interested in attending Industry Day reach out to the above NAVSEA POCs by 5:00 pm (est) on 19 AUGUST 2021 via email.� Potential offerors reaching out after that deadline will not be able to attend Industry Day due to logistics and COVID-19 protocols.� In support of answering questions as part of Industry Day, NAVSEA is extending the deadline for Potential Offerors to submit questions on the DRAFT solicitation (including system specification and CDRLs) from 16 AUGUST 2021 to a revised submission date of 23 AUGUST 2021 (5:00 pm (est)).� Additionally, potential Offerors interested in attending the Industry Day are requested to reach out to the NAVSEA POCs identified above to receive planned logistics, address, agenda, and security pre-registration tied to attending the tentative Industry Day. Potential Offerors that have reached out to the above NAVSEA POCs are kindly requested to submit security pre-registration information tied to attending Industry Day via DISS (JPAS) by 5:00 pm (est) on 23 AUGUST 2021.
