- THIS IS NOT A SOLICITATION ANNOUNCEMENT (NOT A REQUEST FOR BIDS, QUOTES, OR PROPOSALS). THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY; THE PURPOSE OF THIS ANNOUNCEMENT IS FOR MARKET RESEARCH ONLY IN ORDER TO SEEK INFORMATION FROM QUALIFIED BUSINESS FIRMS. RESPONSES TO THIS ANNOUNCEMENT WILL BE USED BY THE GOVERNMENT TO MAKE APPROPRIATE ACQUISITION DECISIONS TO INCLUDE ASSISTANCE WITH IDENTIFYING SOCIO-ECONOMIC SET-ASIDES, IF FEASIBLE, AND DETERMINING POSSIBLE PROCUREMENT PRICING STRUCTURES. A SUBSEQUENT SOLICITATION ANNOUNCEMENT MAY OR MAY NOT FOLLOW. RESPONSES TO THIS ANNOUNCEMENT WILL NOT BE CONSIDERED AS AN ADEQUATE RESPONSE TO ANY FUTURE ANNOUNCEMENT. The Department of Veterans Affairs & VA Black Hills (South Dakota) Healthcare System are conducting a market survey for qualified firms capable of providing the required: Domestic water treatment and monitoring of all domestic water systems for Department of Veteran s Affairs, Hot Springs VA Medical Center, Hot Springs SD as outlined in the STATEMENT OF WORK (SOW) below. Interested and QUALIFIED parties only should provide the following: Company Name, Company Address, Point of Contact (POC), POC phone number, POC email address, company CAGE Code number, company D&B number, Active SAM Registration (Reps and Certs), and capability statement for the services as stated in the SOW Summary below. Responses to this notice should include three customer references to whom you have provided similar services, copies of applicable licensing, and the size of your business pursuant to the following questions: (1) Is your business large, small, or SD/VOSB-certified (via VIP)? (2) If small, does your firm qualify as a small, emerging business, or small disadvantaged business? (3) If disadvantaged, specify under which disadvantaged group, and if your firm is certified under Section 8(a) of the Small Business Act. (4) Is your firm a certified hubzone firm? (5) Is your firm a woman-owned or operated business? (6) Is your firm a VetBiz VIP-certified, Service-Disabled VOSB or Veteran-Owned Small Business? This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred developing information provided to the Government. Statement of Work VA-BHHCS/Hot Springs, SD Campus Domestic Water Treatment & Maintenance Service Contract Overview: The Department of Veteran s Affairs, Hot Springs VA Medical Center, Hot Springs SD, has a requirement for domestic water treatment and monitoring of all domestic water systems. The Hot Springs VAMC owns a total of four (4) water treatment units. Below is a listing of those units: One SaniKill SaniTec SKHP/-K and Three Sanikill-LITE SKHP/025 monochloramine feed and control units. The Sanikill SaniTec SKHP/1000 is located in building 18 and feeds monochloramine and corrosion inhibitor to the cold potable water system. Two Sanikill-LITE SKHP/025 are located in buildings 10 and 12 (one in each location) feed and control monochloramine into the domestic hot water systems. One Sanikill-LITE SKHP/025 is located in building 29 and feeds and controls monochloramine into the domestic cold water systems. Hot Springs VAMC personnel will be responsible for daily/weekly testing for free chlorine, total chlorine, monochloramine and free ammonia in the hot and cold water treated systems, and phosphate (o-PO4) in the cold water system. Based on the water sampling results the contractor will be required to make adjustments to the Sanikill system setpoint. Scope of Work: Sanikill Units: Contractor shall provide all labor, management, tools, travel, supplies, consumables, equipment, culturing, and qualified personnel necessary to provide monochloramine and corrosion inhibiter dosing to the domestic water systems. Monochloramine levels to be maintained between 2-4ppm throughout the domestic water system. Corrosion inhibitor levels to be maintained at 8-12ppm throughout the system. Contractor shall ensure that all work accomplished in the performance of this SOW meets all applicable Federal, State, and local laws, regulations, and directives. Specifically, VHA Directive 1061 Prevention of Healthcare-Associated Legionella Disease and Scald Injury from Potable Water Distribution Systems. Sanikill Units: Provide continual remote monitoring from a web-based system for proper system operation and function. Monitor all aspects of incoming water as required by VHA Directive 1061. Provide access to the web-based system to the COR and up to 5 other VA users. Sanikill Units: Provide online logs for the COR and up to 5 other VA users to record daily water testing parameters. Online logs shall include functionality to quickly identify control ranges, and shall include historical testing and trending data. Sanikill Units: Not less than monthly site visit to perform system visual inspection in accordance with manufacturer s instructions, collect water sample at distal sites of the cold water systems in building 29 and the hot water loops in buildings 10 and 12, adjust chemical feeds as required in accordance with manufacturer s recommendations, calibrate equipment and perform preventive maintenance as required. A monthly summary of actions performed is to be submitted to the COR within 5 business days of every site visit. Sanikill Units: Contractor responsible to maintain satisfactory levels of all chemicals and consumables on site at the treatment site to ensure continuous operation of water treatment. All chemicals to be stored in accordance with published safety data sheets. Sanikill Units: Provide no less than 1 training session per year for facilities personnel operating the Sanikill systems, at the direction of the COR. Sanikill Units: Annually provide a formal written program review via email to the COR. Report to provide summary of quantities of chemicals used, amount of water treated, trends of monochloramine levels in the separate water loops, a summary of site visits, trainings performed, and recommendations. SaniKill Reagent Requirements: Water treatment reagents must be manufactured by Sanipur US LLC and designed for use with the Sanikill systems owned by the Hot Springs VAMC. No substitutions will be considered. Sufficient supply of reagents and chemicals shall be supplied to treat the following about of water in each system: Building 18: 29.20MM GPY Building 10: 4.02 MM GPY Building 12: 4.38 MM GPY Building 29: 1.10 MM GPY The following reagents will be required: Building 18: Zebion 480SL, Enoxin 1250, Klenphos 400 Building 10: Zebion 50, Enoxin P10Plus Building 12: Zebion 50, Enoxin P10Plus Building 29: Zebion 50, Enoxin P10Plus Reagent Delivery Requirements: All chemical reagents shall be delivered to the point of use by the contractor Hot Springs VMAC personnel will not be responsible for handling reagent chemicals. All deliveries shall be made 7-14 days following reagent order. Contractor is responsible for ensuring the reagent levels in the feed tanks are maintained at a satisfactory level to prevent the feed tanks from going dry. Equipment Preventative Maintenance (PM) Requirements: During each monthly service call the following Sanikill PM s shall be performed: Calibrate ORP Probe and clean ORP housing if fouled Replace dispersion rings and clean injectors Check system components for evidence of leaks Every 6 Months the following Sanikill PM shall be performed: Replace ORP Probe Once annually, the following Sanikill PM shall be performed: Rebuild liquid end of both pumps including o-ring replacement, diaphragm replacement, internal check valve replacement and all other parts included in the manufacturer s annual overhaul kit. Following the annual overhaul, calibrate the pump draw on both pumps. Once annually, the contractor shall collect a water sample from each of the 4 treated systems and have the water analysis analyzed for: turbidity, pH, TDS, T Hardness, T alkalinity, chloride, phosphate, sulfate, aluminum, calcium, copper, iron, lead, magnesium, manganese, nickel, phosphorus, potassium, pyrophosphate, silica, sodium, sulfur, zinc, nitrite, and nitrate. Contractor Qualifications: The contractor shall be required to be an authorized distributor for Sanipur US LLC. Evidence of current distributorship shall be required to be submitted with the offer. The contractor shall have been engaged in the operation of potable water treatment equipment designed for legionella control in a health care setting for a minimum period of 10 years prior to the start date of the contract. Work performed under this contract shall be overseen by an individual possessing a Certified Water Technologist (CWT) certification by the Association of Water Technologies (the water treatment industry trade association) accredited examination program, and be a certified ASSE 12080 Legionella Water Safety and Mgmt. Specialist. Performance: The anticipated periods of performance for implementation will be: Base period: 11-1-2021 to 10-31-2022 Option period 1: 11-1-2022 to 10-31-2023 Option period 2: 11-1-2023 to 10-31-2024 Option period 3: 11-1-2024 to 10-31-2025 Option period 4: 11-1-2025 to 10-31-2026 The place of performance for this work is the VA Black Hills Health Care System Hot Springs, South Dakota Campus. Normal hours of operation are 7:30am to 4:00pm Monday-Friday outside of Federal Holidays. The boiler plant is manned 24/7 and contractor access to the boiler plant will be unrestricted outside of emergent situations. Safety data sheets shall be provided by the Contractor for all chemicals placed in use. Storage, personal protective equipment, training, and use is to be by the Contractor in accordance with safety data sheets.
