- THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or a request for quotes and no contract or purchase order will be awarded from this notice. Military Sealift Command (MSC) has a follow-on requirement for all services necessary to provide CIVMAR support, hiring, promotion, and retention of current, future, and prospective CIVMARs.� Services include advertising, marketing, and recruiting plus associated functions, call center operation, contract management, coordination of events, data analysis, information technology (IT) services, instructional activities, screening and onboarding of employees, and various related administrative tasks as defined in the PWS except for those items specified as Government Furnished in Section 3, and services. �Staffing plan shall address adequately trained staff to perform all elements of the PWS. The Contractor shall provide an effective, accessible, responsive, and high-quality program to increase and maintain the afloat workforce and fulfill the cradle-to-grave operation serving all potential CIVMARs� needs from the time they show interest in MSC, throughout the hiring process, during their employment, and until they separate from MSC. Fulfillment supplies and support services will be accomplished through the AbilityOne Procurement List in accordance with (IAW) FAR part 8 / Clause 52.208-9 - Contractor Use of Mandatory Sources of Supply or Services. The estimated value for the fulfillment supplies and support services effort is approximately $86,375.00 per year. � Fulfillment supplies and support services include furnishing promotional supplies, management, supervision and labor of application material (if applicable) and promotional items necessary to ensure the effective and efficient operation of MSC functions described herein. The contractor shall provide these supplies and services to meet or exceed the specified levels of performance to support the Marine Employment recruitment functions. The contractor shall maintain inventory of application material and promotional items, fulfill application and promotional kit request by assembling the appropriate package, ship packages to worldwide locations, track and provide receipt of the packages, and report the fulfillment activities. 95% of the shipments will be to CONUS locations. This work shall be performed at the contractor facility, located within the United States of America. A DRAFT Performance Work Statement is provided as an attachment which details the specific tasks. A Questions and Answers document is also attached.� The Government is currently determining the acquisition strategy for this procurement. Small businesses are encouraged to respond. Failure to respond may impact the acquisition strategy. If it is determined that this acquisition will be set-aside for small businesses, FAR clause 52.219-14, Limitations on Subcontracting will be applicable. Please note, if there is sufficient demonstrated interest and capability among small businesses, this procurement may be set-aside for small business participation only. In the event the Government determines that a small business set-aside is appropriate, and a small business firm anticipates submitting a proposal as the prime contractor, please provide specific details and rationale as to how the firm will comply with FAR clause 52.219-14. If applicable, include specific details regarding teaming arrangements. If subcontracts are to be used, provide anticipated percentage of the effort to be subcontracted and whether small or large business subcontractors will be utilized. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided. Respondents will not be notified of the results of the evaluation. CAPABILITY PACKAGE SUBMISSION REQUIREMENTS: It is requested that interested businesses submit a brief capabilities package, not to exceed five typewritten pages in no less than 12 point font, demonstrating ability to provide the requested services. Submission of a capabilities package is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring the requirement to be consistent with industry. All technical questions and inquiries may be submitted within the response.�Responses should reference the Sources Sought Notice and shall include the following information in this format, at minimum: (1)� � � �Examples of projects worked within the last five years of similar size, scope and complexity as the work indicated. Indicate whether your firm worked as a prime or subcontractor, contract value, brief description of how the referenced contract relates to the work described, and a Government / Agency point of contact.� Size:� An advertising and recruitment service contract with a cumulative value of at least�$2,000,000.00�or greater per year. Scope:��Demonstrate the ability to�provide all labor, management, supervision, tools, materials and equipment for advertising and recruitment services. If the scope surpasses previous experience, please address how this will be overcome. Complexity:� Demonstrate the ability to�provide�qualified personnel with experience in the maritime industry, forecasting, optimization, collecting metrics and providing analysis and monitoring execution processes and outcomes, technical knowledge, experience and skills required to efficiently provide advertising and recruitment services.�In addition, demonstrate the ability to manage competing priorities in order to support customer demands and the ability to adjust to recruiting requirements that change based on world events. (2)��������� Company profile, to include number of offices and number of employees per office, annual receipts, office location(s), DUNS number, and CAGE code.�Point of contact, telephone number, fax number, address, and email address (if available)� (3)��������� Please indicate the Small business standing (i.e., large or small business, if small business, the specific category/NAICS of small business).� (4)��������� Provide a Rough Order of Magnitude (ROM). The ROM shall include a total price for the effort as well as the annual pricing for all required services.� All vendors are encouraged to respond. This office anticipates award of a contract by 01 October�2022. The appropriate NAICS Code is 541810.� THIS IS NOT A REQUEST FOR QUOTE OR PROPOSAL.� This is a market research tool used to determine the availability and adequacy of potential sources prior to determining the method of acquisition and issuance of an award.� The Government is not obligated to and will not pay for any information received from potential sources as a result of this Sources Sought Notice.
