THIS SOURCES SOUGHT �SYNOPSIS IS FOR INFORMATIONAL AND MARKET RESEARCH PURPOSES ONLY THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS Washington Headquarters Services is conducting market research among small business construction contractors capable of completing work necessary to comply with state-mandated pollutant load reductions within the Chesapeake Bay watershed and other exterior work such as paving, curb, gutter, and fencing installations over the next 10 years. To meet these requirements, we contemplate a competition for multiple award indefinite-delivery, indefinite-quantity (MAIDIQ) contracts for design-build (DB) and design-bid-build (DBB) construction within Washington Headquarters Services� (WHS) area of responsibility, including but not limited to, the District of Columbia and Virginia. If you are interested in this requirement, please provide a brief cover letter, your firm�s DUNS and CAGE codes, and a capability statement by email to joshua.f.berger.civ@mail.mil and kyle.r.blake5.civ@mail.mil not later than 15 Sep 2021 at 11:59 PM ET. The combined cover letter and capability statement should not exceed 10 pages total. We intend to use responses to this sources sought notice received by the response date and time indicated along with other market research to determine an acquisition strategy for these requirements. The majority of the work is in exterior areas adjacent to and near the Pentagon office building. Types of projects may include, but are not limited to: Construction projects that reduce water pollution caused by storm water runoff Bio-retention modernization of existing parking lot grounds and infrastructure Installation of permeable pavers and rainwater harvesting systems Incorporation of tree box filters within existing parking lot grounds Renovation and/or installation of associated mechanical, electrical, and plumbing systems Exterior work, to include paving, curb, gutter, and fencing installations or repair The anticipated solicitation release date is on or about 15 October 2021, subject to availability of funds.�The contract award date is estimated to be in or about January 2022.�All responsible small business sources with an active registration in the System for Award Management (SAM), �at least $12 million per contract, and $45 million aggregate bonding capacity are encouraged to respond. We particularly encourage responses from women owned and veteran owned small business concerns. The IDIQ ceiling is estimated at $45 million per contract with up to a 10 year ordering period, comprised of a 3-year base period, three 2-year options, and a final 1-year option.� We expect to make approximately 2 or 3 awards. We anticipate individual task order values between $100,000.00 and $12 million. A sample design for one of the anticipated projects is attached to illustrate a typical project. We contemplate the following general requirements for award eligibility: Contractors must be responsible Contractors must be a small business under NAICS 237310 Highway, Street, and Bridge Construction (Size Standard: $39.5 million) Contractors must have access to a minimum of $12 million per contract bonding capacity at the time of proposal submission Contractors must have access to a minimum of $45 million total bonding capacity at the time of proposal submission THE INFORMATION PROVIDED HEREIN IS SUBJECT TO CHANGE AND IS NOT BINDING. WHS/AD has not made a commitment to procure any of the services discussed and this notice should not be construed as a commitment or as authorization to incur cost from which reimbursement would be required or sought.
