VHAPM Part 813.106 SAP: Soliciting Competition & Evaluation of Quotations SOP Original Date: 10/12/17 Revision 04 Date: 06/10/20 Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2021-06 07/12/2021 This solicitation is Full and Open competition. The associated North American Industrial Classification System (NAICS) code for this procurement is 334510 with a small business size standard of 1250 Employees. The FSC/PSC is 6515. The VISN 10, Network Contracting Office (NCO) 10, Louis Stokes Cleveland Veterans Affairs Medical Center, Cleveland, Ohio is seeking to purchase the Rapid Infuser required by the Louis Stokes Cleveland Veterans Affairs Medical Center at 10701 East Boulevard, Cleveland, Ohio 44106-1702. All interested companies shall provide quotations for the following: Supplies/Services Line Item Description Quantity Unit of Measure Unit Price Total Price 0001 903-00039 BELMONT RAPID INFUSER Rl-2 120V, 750 ml/min. ENGLISH 2 EA The Anesthesia department requires 2 EA BELMONT RAPID INFUSER RI-2, 120V, 750 ml/min. to replace the 2 Belmont Rapid Infusers currently in use in the Operating rooms, which are at end of life and the manufacturer is no longer servicing. This machine is the best fit based on hands free design and ease of use. The Belmont Rapid Infusers in use in the Operating rooms at Cleveland VAMC detects and automatically removes air bubbles without affecting fluid resuscitation and demonstrated superior ability to remove a life-threatening bolus of air (10 mL) versus other infuser systems. Delivery shall be provided ASAP no later than 90 days after receipt of order (ARO). FOB Destination. The following solicitation provisions apply to this acquisition: FAR 52.212-1, Instructions to Offerors Commercial Items Addendum to 52.212-2 EVALUATION SIMPLIFIED ACQUISITION PROCEDURES Basis for Award. The Government will issue a purchase order to the responsible quoter whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotations: The Belmont rapid infuser detects and automatically removes air bubbles without affecting fluid resuscitation and demonstrated superior ability to remove a life-threatening bolus of air (10 mL) versus other infuser systems. Venous air embolisms are classified as preventable device-related events. Evaluation Approach. The Government will evaluate quotations using the comparative evaluation process outlined in FAR 13.106-2 (b) (3), where quotations will be compared to one another to determine which provides the best benefit to the Government. The Government reserves the right to consider a quotation other than the lowest price that provides additional benefit(s). Quotations may exceed minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. Each response must meet the minimum requirements of the solicitation. The Government is not requesting or accepting alternate quotations.
