Description
Notice of Intent to Award Sole Source - Hydraulic Three-Roll Mill� This is not a request for competitive proposals. The Bureau of Engraving and Printing (BEP)�Office of Acquisition, on behalf of the Office of the Chief Procurement Officer (OCPO) at the Western Currency Facility (WCF), intends to award a sole source contract for a Hydraulic Three-Roll Mill. The Government intends to award a sole source contract IAW�IAW FAR Subpart 6.302-1(a)(2),�""Only one responsible source and no other supplies or service will satisfy agency requirements.""�Anticipated delivery date is 6 months after award.�The North American Industry Classification System (NAICS) code is 333519 Rolling Mill and Other Metalworking Machinery Manufacturing.� This hydraulic three-roll mill�prepares the ink needed for the production of U.S. currency notes. The ink mill shall contain�centrifugal-casted iron smooth polished rolls with an average surface roughness of Ra < 1 (micron). The active working length of each roll must be 1300 mm and 400 mm in diameter. The mill must be capable of processing up to 400 lbs�of incoming high viscosity letterpress ink and up to 600 lbs. of incoming high viscosity intaglio ink. The weight capacity requirements and dimensions make this ink mill substantially larger than the vast majority of ink mills that are manufactured or available in the market. Additionally, the mill must include incline�configuration, an option consisting of a fill up device that operates to transfer the ink from the BEP supplied tub to the mill feed hopper in a safe manner, and in compliance with the weight and speed that the milling process requires. Hands-on training is also required and it shall cover operations, maintenance, and safety. Delivery shall include all subsystems and support equipment. A one year (12 calendar months) manufacturer warranty shall be included on all parts from the time the parts are installed on the system. The notice of intent is not a request for competitive offers/quotes/proposals. A determination not to compete this requirement is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The solicitation will not be posted. To be considered, responses must be received no later than 5:00 pm August 25, 2021. Additionally, interested sources must be registered and currently active in the System for Award Management (SAM), found at https://www.sam.gov. Responses must be submitted within the closing date/time of publication of this notice.
