- Page 2 of 2 Page 2 of 2 36C24221Q1358 SPECIAL NOTICE NOTICE OF INTENT TO AWARD SOLE SOURCE OPERANT CONDITIONING SYSTEM The Department of Veterans Affairs, Network Contracting Office NC02 in conjunction with the Western New York Health Care System Syracuse VA Medical Center, 800 Irving Avenue, Syracuse, NY 13210, Research Departments intend to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements. The NAICS code is 334516 with a small business size standard of 1,000 employees. The VA intends to solicit and negotiate with HARVARD APPARATUS for an Operant Conditioning System This contract will be a Firm Fixed Price sole source. This system is unique as it places an animal on a platform for study. The platform has multiple transducers for motion, and sensors to register the animal s reactions and timing to the motion. It also has unique algorithms which are superior to understanding the animal s reaction time and specific actions which lead to generating data to help researchers understand the effects of brain injury, repair and healing, and follow-on cognitive performance. The Startle and Fear Combined system allows recording and analysis of the signal generated by the animal movement through a high sensitivity Weight Transducer system. The analogical signal is transmitted to the FREEZING and STARTLE software modules through the load cell unit for recording purposes and posterior analysis in terms of activity/immobility (FREEZING) or startle response characterization (STARTLE).An additional interface associated with corresponding hardware allows controlling the stimuli (light, sounds, shock, air puff) from the STARTLE and FREEZING modules of the software. Other persons may identify their interest by responding to this requirement by Monday, August 23rd 2021 at 5pm EDT. Such capabilities information will be used solely for the purpose of determining whether to conduct this procurement on a competitive basis. All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
