- INTENT TO SOLE SOURCE The Department of Veterans Affairs, VHA Regional Procurement Office Central, Network Contracting Office 10, intends to enter into a sole source procurement for MIM MRI reading software for the John D. Dingell VA Medical Center, 4646 John R Street, Detroit, MI 48201. The Department of Veterans Affairs intends to award a sole source, firm-fixed price delivery order to MIM Software, Inc., 25800 Science Park Drive, Suite 180, Cleveland, OH 44122. The associated North American Industry Classification System (NAICS) Code is 511210 Software Publishers, and the Business Size Standard is $41.5M. After conducting market research and publishing sources sought notices on both SAM.gov and GSA eBuy seeking additional sources for the MIM software or comparable equivalent, and receiving no responses, it is the Government s belief that MIM Software, Inc. is the only vendor capable of providing an MRI reading software solution meeting the Government s needs. Four of the seven required line items are available on MIM Software s GSA contract GS-35F-425CA, but the following three items are open market items and will be included with the delivery order for administrative convenience: MIM-SP-AD SPECTRA QUANT LICENSE CMF CAMERA FEE FOR NUMBER OF CAMERAS USING SPECTRA QUANT IMP-NM MIM IMPLEMENTATION SERVICES INCLUDES (AS REQUIRED); INITIAL WORKFLOW CUSTOMIZATION FOR UP TO 30 NM EXAMS, EXCEL WORKSHEET CONVERSION INTO MIM, INITIAL CUSTOM QUANTITATIVE WORKFLOWS FOR NM EXAMS, ASSISTANT CONFIRURATION WITH AUTO PROCESSING OF NM EXAMS, SPECT RECON AND/OR SPECTRA QUANT IMPLEMENTATION AND CUSTOMIZATION. This notice satisfies the requirement at FAR 5.201(b)(1) to publicize the proposed contract action. This notice of intent is not a request for competitive proposals or quotes. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Interested persons may identify their interests and capability to respond to this requirement no later than 5:00 PM Eastern Time, Monday, August 23, 2021. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to meet the subject requirement. This information shall be provided at no cost or obligation to the Government.
