- Notice of Intent to Award Sole Source to New Jersey Institute of Technology (NJIT) This synopsis is hereby issued in accordance with FAR Part 5.201. The purpose of this synopsis is to announce the Naval Information Warfare Center (NIWC) Pacific's intent to award a Firm-Fixed-Price purchase order on a noncompetitive basis to NJIT (DUNS 075162990, CAGE Code 4B854) of 323 Dr. Martin Luther King Jr. Blvd, Newark, NJ, 07102-1824. The requirement is to develop a functional software demonstration product that captures the transmitted time/frequency multi-user hop activity, for both LOS and NLOS frequencies, and the co-channel interference. The contractor shall provide an algorithm for a LOS Frequency Hopping Detection in the Presence of Co-Channel Interference, and an algorithm for a NLOS Frequency Hopping Detection. The Principal Engineer must have a technical degree equivalent to the Ph.D level with specific experience in blind source separation algorithms. Deliverables Include: CDRL A001 - MONTHLY STATUS REPORTC CDRL A002 - FINAL TECHNICAL REPORT CDRL A003 - COMPUTER SOFTWARE PRODUCT EX CDRL A004 - TEST PLAN This is not a commercial service; however, it is being procured utilizing commercial and simplified acquisition procedures under the authority of 10 U.S.C. 2380a (DFARS 212.102 (a)(iii)). This requirement is a logical follow-on to Contract Award N66001-20-P-6010, PR #1300781964 for New Jersey Institute of Technology (NJIT). The Government intends to negotiate solely with NJIT under the authority of FAR 13.106-1(b), Only one source capable of meeting the Government's requirement. FAR Part 13, Simplified Acquisition Procedures. The applicable NAICS Code is 541715 and the business size standard is 1,000 employees. This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a response to this announcement which may be considered by the Government. Comments, questions or concerns regarding this notice may be submitted via e-mail ONLY to elizabeth.baker1@navy.mil by 25 Aug 2021, 5:00 PM Pacific Time (PT). All responses received before this date may be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
