- AMENDMENT 0001 IS BEING ISSUED TO PROVIDE FOR THE FOLLOWING;� TO ENSURE RECEIPT OF YOUR PROPOSAL, IT SHALL BE SUBMITTED VIA EMAIL TO: CTHYDRO-PROPOSALS@usace.army.mil� Include the solicitation number (W9127821R0085) in the subject line of the e-mail.� Proposal date remains the same. The intent of the St. Stephen Powerhouse Fire Detection Systems Rehabilitation Project is to replace and upgrade the smoke alarm and annunciation system that is needed to detect fires in certain zones of the powerhouse. The current fire detection panel is a limited system. The panel will take the same action if a fire is detected anywhere in the powerhouse; it will set off an audible alarm in the powerhouse, same regardless of where the fire is detected, send a remote signal, and is capable of little else. There is no distinction and sensitivity between types or zones of alarms. When an alarm occurs, someone must look at the panel to find out what zone initiated the alarm, and that person has the option of giving more information over a loudspeaker system, or not doing so. In other words, personnel are required to intervene in an alarm system that should be automatic. The desired system would automatically notify personnel by voice of the type and zone of alarm, it would bring in signals from generator and hydrocarbon storage detection systems, and it would take automated action such closing fire doors and HVAC dampers in the area where a fire has been detected.�� ATTACHED ARE IS THE SOLICITATION AS WELLAS DRAWINGS.
