Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-21-282 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2021-08. The North American Industry Classification (NAICS) Code is 325414 with a size standard of 1250 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intends to contract on a sole source basis with Quanterix Corporation of Billerica, MA to procure the following new products: Product Code: 101995 Product: Neurology 3-Plex A Advantage Kit (AB40, AB42, total Tau) - Quantity (9) EA Complete kit for running one 96- well plate of a Simoa 3-plex assay (AB40, AB42, for human. Tau) Includes reference calibrators, controls, beads, detector, sample diluent, SBG, and RGP. Product Code: 103347 Product: Disc Kit for Simoa HD-1/X (rev 2) - Quantity (3) EA This kit includes a stack of 16 Simoa Discs, 500 Simoa cuvettes, 4 Simoa assay plates, 4 plate-sealing films, an 8-pack of 15 ml bottles, and 8 boxes of disposable Simoa pipettor tips (768). This kit includes enough materials to run 4 plates under customary operating circumstances. Product Code: 100486 Product: System Buffer 1, (2 Pack) � Quantity (1) EA 2x (5L) Wash Buffer 1 specifically (2 Pack) formulated to optimize performance of assays on the Simoa HD-1 Analyzer Product Code: 100487 Product: System Buffer 2, (2 Pack) � Quantity (1) EA 2x (3 L) Wash Buffer 2 specifically (2 Pack) formulated to optimize performance of assays on the Simoa HD-1 Analyzer The procurement Neurology 3-Plex A Advantage kits from Quanterix will be used by the lab to generate a data set on 3 neurodegenerative markers AB40, AB42, and total Tau. This proprietary chemistry that Quanterix has developed to use on our instrument. As such there is no other company available to provide these reagents. To use any other kits would require spending hundreds of thousands of additional dollars to purchase new instrumentation. The Quanterix Corporation does not use distributors in the United States. Quanterix may work with certain distributor upon request from customer and prior distributor approval from Quanterix. Quanterix is the sole source provider for all their goods, services, instruments, everything. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. Only one responsible source and no other supplies or services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications � Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors � Commercial Items; FAR Clause 52.212-2, Evaluation � Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions � Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders � Commercial Items � Deviation for Simplified Acquisitions applies to this acquisition. Note: The contractor/offeror must provide a completed copy of FAR 52.204-24, ""Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment"" with their quote in response to this solicitation. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Interested vendors with the capability of providing the government the needed items and services (if applicable) specified in this synopsis should submit a copy of their quotation to the below address or via email to robinsti@mail.nih.gov. Offers must also be accompanied by, delivery timeframe, descriptive literature, warranties and other information that demonstrates that the offer meets all the foregoing requirements. Any alternate respondent must be an authorized reseller and must provide documentation confirming authorization and certified capability from the manufacturer to resell/distribute/provide all items/components etc. and services (if applicable) identified in this notice. Responses to this notice without this confirmation from the manufacturer will be considered as an invalid response/submission. Quotations will be due ten calendar days from the publication date of this synopsis or by/NLT August 27, 2021, by 2:00 p.m. EST. via email. The quotation must reference �Solicitation number� NICHD-21-282 and Solicitation number NICHD-21-282 must be on the subject line of the email. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency. Quotations must be sent via email to robinsti@mail.nih.gov.
