- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number for this requirement is 9531BM21Q0025. This solicitation is issued as a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06. This requirement is issued as a 100% small business set-aside. The associated NAICS code is 511210, �Software Publishers�. Background The National Transportation Safety Board (NTSB) is an independent Federal agency charged by Congress with investigating every civil aviation accident in the United States and significant accidents in the other modes of transportation -- railroad, highway, marine, hazardous materials and pipeline -- and issuing safety recommendations aimed at preventing future accidents.� The Office of Research and Engineering supports accident investigations in all modes.� The Vehicle Performance Division in the Office of Research and Engineering (RE-60) determines the motion of vehicles in transportation accidents and analyzes the physical causes of that motion. The Division also compares the computed performance of these vehicles to their expected or design performance, in order to identify unexpected or anomalous behavior. Engineering simulations, in which the response of vehicles to physical forces is calculated in detail using computers, is an important tool used in accomplishing these tasks. The NTSB seeks a Commercial Off the Shelf (COTS) Simulation Aircraft Data Package for the �Beechcraft King Air Model C90A aircraft. Description of Requirement The NTSB has a requirement for: Line Item Number 0001: Quantity: 1 Each, Commercial Off the Shelf (COTS) Simulation Aircraft Data Package for the Beechcraft King Air Model C90A aircraft. Review the attached RFQ document which is attached hereto and incorporated herein for a detailed description of the requirement. Basis for Award The NTSB seeks a Commercial Off the Shelf (COTS) Simulation Aircraft Data Package for the Beechcraft King Air Model C90A aircraft.in accordance with Section C � Statement of Work of the Request for Quotations (RFQ). All responsible sources may submit a quotation to be considered by the NTSB. Review Attachment 1 which is attached hereto and incorporated herein for a detailed description of the requirement and for quote instructions. Clauses and Provisions Review the attached RFQ document which is attached hereto and incorporated herein to review the applicable clauses and provisions of this requirement. Submission of Quotations Your quotation must be received no later than 4:00 p.m., Eastern Daylight Time (EDT), on September 1, 2021. LATE QUOTATIONS MAY NOT BE CONSIDERED in accordance with FAR provision 52.212-1, Instructions to Offerors � Commercial Items. Quotes may be transmitted via email to: P. Matt Hazlinsky Email: matt.hazlinsky@ntsb.gov The maximum size of an email, including attachments, which the NTSB email server can accept is 35 megabytes (MB). Therefore, the Contractor may choose to send their quotation in separate emails, if the combined file size of any email received by the NTSB email server will exceed 35MB. Contractors are encouraged to remove excess graphics from their quotations to ensure quotations remain under the file size limit. It is the Contractor's responsibility to ensure that the designated point of contact has received your quotation at the email address of the contact specified above by the quotation due date. Amendments to the combined synopsis/solicitation shall be publicized in the same manner as the initial synopsis/solicitation.
