Description

Pursuant to the authority at FAR 12.603(c)(2): (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number for this is stated in the posting and will be issued as an RFQ. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06. (iv) The Government intends to solicit with Other Than Full and Open Competition - please see attached Redacted J and A for more information. The associated NAICS code is 238210 with a small business size standard of $16.5M. (v) Line items are detailed as follows: LINE ITEM: 0001 DESCRIPTION: CA-495 Large Training Room (LTR) EXTENDED DESCRIPTION: All supplies and services shall be in accordance with the Statement of Work QTY: 1 UNIT OF ISSUE: Each LINE ITEM: 0002 DESCRIPTION: CA-495 Small Training Room (STR) EXTENDED DESCRIPTION: All supplies and services shall be in accordance with the Statement of Work QTY: 1 UNIT OF ISSUE: Each LINE ITEM: 0003 DESCRIPTION: CA-495 Large Conference Room (LCR) EXTENDED DESCRIPTION: All supplies and services shall be in accordance with the Statement of Work QTY: 1 UNIT OF ISSUE: Each LINE ITEM: 0004 DESCRIPTION: CA-495 Small Conference Room (SCR) EXTENDED DESCRIPTION: All supplies and services shall be in accordance with the Statement of Work QTY: 1 UNIT OF ISSUE: Each (vi) This requirement is for AV Supply and Installation services for Commander, Operational Test and Evaluation Force (COMOPTEVFOR). (vii) FOB DESTINATION DELIVERY/POP: 6 September 2021 to 5 November 2021 PLACE OF PERFORMANCE: Please see Posting for Address (viii) The provision at FAR 52.212-1, Instructions to Offerors - Commercial (DEVIATION 2018-O0018), applies to this acquisition and is included in the attached clauses and provisions. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items will be used and is included in the attached clauses and provisions. The following criteria will be used for the evaluation of quotes: Factor I: Technical Factor II: Past Performance Factor III: Price The evaluation of quotes will consider the Non-Price factors to be significantly more important than Price factors. Within the Non-Price factors, Technical factors shall be equally important as Past Performance factors. Please see included 52.212-1 ADDENDUM and 52.212-2 ADDENDUM for more information on instructions and evaluation procedures. Any interested vendors that don�t submit quotes that align with the requirements specified in 52.212-1 ADDENDUM shall be excluded from award consideration. (x) The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, applies to this acquisition. Unless the Offeror has not completed the annual representations and certification electronically, the offeror shall complete paragraph (c) through (v) of this provision in the attached clauses and provisions. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition and is included in the attached clauses and provisions. (xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition and all the applicable FAR clauses cited with this requirement are included in the attached clauses and provisions. (xiii) All clauses and provisions applicable to this requirement are included in the attached clauses and provisions. (xiv) The Defense Priorities and Allocations System (DPAS) rating does not apply to this acquisition. (xv) All offers are due by the date and time specified in this posting and shall be submitted via email to the POC email address stated in this posting.
