THIS IS A SOURCES SOUGHT NOTICE REPRESENTING A MARKET SURVEY AND IS NOT A REQUEST FOR PROPOSALS, PROPOSAL ABSTRACTS, QUOTATIONS, OR INVITATION FOR BIDS  The Department of Veterans Affairs is conducting a MARKET RESEARCH SURVEY to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are Service-Disabled Veteran-Owned, Veteran-Owned, Small Business, HUB Zone 8(a), Women-Owned, or small disadvantaged business concerns; (3) the availability and capability of qualified large business sources and (4) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The NAICS code is 811213 DESCRIPTION OF THE REQUIREMENT: The Corporal Michael J. Crescenz VA Medical Center (CMCVAMC) is looking for eligible businesses that are capable of providing all labor, material, tools, equipment, and supervision required to overhaul the facility s PA system in accordance with the Statement of Work (see attached). POTENTIAL SOURCES SHALL PROVIDE THE FOLLOWING INFORMATION IN THEIR RESPONSE: 1) Company name, address, phone number, primary contact(s), e-mail address, NAICS code(s), business size (i.e., small/large) and DUNS Number. 2) Provide a Statement of Capability that demonstrates the offeror's past performance in providing this type of service. Please include the following: (a) staff expertise including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information. 3) Submit Capability Statements by 18 June 2021 to Bruce Jackson at Bruce.Jackson5@va.gov. Responses should be received no later than 12:00 PM EDT. NO CAPABILITY STATEMENTS MAY BE SUBMITTED AFTER 18 June 2021. AT THIS TIME NO SOLICITATION EXISTS.  (DO NOT REQUEST A COPY OF THE SOLICITATION).  A FUTURE NOTICE WILL BE POSTED WHEN THE SOLICITATION WILL BE RELEASED. 4) Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. (5) No Proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s.) Statement of Work Public Address System 1. BACKGROUND The Department of Veterans Affairs Corporal Michael J. Crescenz VA Medical Center (CMCVAMC) operates a Public Address (PA) system which is used throughout the campus. The PA system is currently past its useful life, and soon the PBX program that supports the communication of the PA system to the Cisco VOIP system will be retired, rendering the PA system unusable. A service contract is necessary to or replace the PA system to a standalone system that does not rely on PBX in order to assure that the mission of the CMCVAMC can continue. In order to provide these services, the Contractor shall furnish all parts, services, tools, equipment, labor, facilities, insurance, transportation, and supervision. 2. CONTRACTOR RESPONSIBILITIES The Contractor shall provide all labor, material, tools, equipment, and supervision required to overhaul the facility s PA system. Contractor will perform a site visit to determine best solution to replace outdated 70V distributed speaker paging system which currently interfaces with a PBX system to function with the Cisco system. The contractor will then implement solution, provide, and install new head end components for the PA system to encompass everything from the audio input to the output of the loudspeakers; all the routing, processing, control, and monitoring. The contractor will install three new amps in the central head end, and 5 others will replace existing amps installed in various outlying locations. The contractor will also upgrade the paging system server onsite to a new workstation with the latest Windows OS and required software. The new PA system should be standalone and operate without connecting to the VA s network. The new PA system should also not rely on PBX in order to communicate with the Cisco VOIP. 3. LOCATION AND EQUIPMENT CMCVAMC, 3900 Woodland Avenue, Philadelphia, PA 19104 Building 1 Basement, Paging Room A4 1 Core 110F head end 1 I/O 8 channel flex control panel 3 Main equipment rack amplifiers 5 Remote location amplifiers 2 Microphone base stations 1 Touchscreen controller 1 Software license for Core activation Misc. installation hardware as needed 4. REPORTS Following the On-Site Comprehensive Maintenance visit, the Contractor shall provide a written report to the Contracting Officer s Representative (COR) within ten (10) business days, detailing the results of the maintenance visit(s), noting and addressing any discrepancies found and making specific recommendations toward future remedial action, or upgrades. Any unsafe conditions encountered during the service call shall be reported immediately, to the COR or designee, advising the Department of Veterans Affairs of the found condition(s). 5. IDENTIFICATION Contractor s employees must have identifiable information on their uniform, to include their name and company s logo at a minimum. 6. CONFORMITY TO REGULATIONS All work shall be accomplished in accordance with federal, state, local, and VA guidelines, directives, codes, and regulations. 7. HOURS OF OPERATION The normal hours of operation for the facility are 8:00 am to 4:00 pm, Monday through Friday, excluding holidays. New Year s Day, Memorial Day, Columbus Day, Thanksgiving Day, Martin Luther King Jr s Birthday, Independence Day, Veteran s Day, Christmas Day, President s Day, Labor Day, and any other day proclaimed by the President as a Federal Holiday. When a holiday falls on a Sunday, the following Monday will be observed as a legal holiday. When a holiday falls on a Saturday, the preceding Friday is observed by US Government agencies. 8. SECURITY AND PRIVACY REQUIREMENTS Contractor may not have access to the VA network or any VA sensitive information under this contract. 9. SCHEDULE OF VISITS Services shall be scheduled so as to be performed on definite appointed days and in no event shall the Contractor perform inspections outside regular agreed upon work hours without prior approval from the COR. In the event climate or weather conditions make it unsuitable for services, the entire service date will be re-scheduled to a date and time satisfactory to the Contractor and the COR; postponement will not reflect any penalties assessed to the Contractor or the Government. 10. POINT OF CONTACT The Contracting Officer shall delegate the COR to monitor the Contractor s performance. 11. SERVICE VISIT/CALLS SIGN-IN Upon arrival at the station, the Contractor shall check in with COR or designee so that the VAMC will be aware of the Contractor s presence at the facility at all times. Upon each departure, Contractor will serve notice of disposition of work to the COR or designee. The Contractor shall furnish to COR or designee a copy of a work order, service sheet or other such written notification of services performed. Such reports shall include the following information: Name and address of Contractor Name of Contractor employee(s) performing the work Date(s) work performed, and hours spent. Brief description of work performed, including PMI s and identification of equipment worked on. Signature of Contractor s employee(s) and signature of COR or designee. If the report is not submitted, it will indicate that no inspection or maintenance was performed, and payment may be withheld and/or delayed. 12. SYSTEM FOR AWARD MANAGEMENT (SAM) Federal Acquisition Regulations require that Federal Contractors register in the System for Award Management (SAM) database at http://www.sam.gov and enter all mandatory information into the system. Award cannot be made until the Contractor has completed registration. Bidders are encouraged to ensure that they are registered in SAM prior to submitting their bid. 13. PERIOD OF PERFORMANCE Job duration is four (4) weeks. The Contractor shall schedule services with the COR within fifteen (15) calendar days after award.
