- DEPARTMENT OF VETERANS AFFAIRS NETWORK CONTRACTING OFFICE (NCO) 9 NOTICE OF INTENT TO SOLE SOURCE Dental Lab Milling Workstations Lexington VA Medical Center, KY 2 | Page This procurement is conducted in accordance with the primary statutory authorities for the Multiple Award Schedule (MAS) program 41 U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies. Orders placed under the Federal Supply Schedule (FSS) are exempt from the requirements in [Federal Acquisition Regulations (FAR)] part 6, and NCO9 seeks to restrict competition in accordance with (IAW) FAR 8.405-6(a)(1)(i)(B) - Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. The resultant firm-fixed price delivery award will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2021-06 (eff. 07/012/21). The NAICS code is 339114 with a size standard of 750 employees. BACKGROUND: This is a new requirement. Lexington VA Healthcare System [Facility] is consolidating its dental labs from their two campuses to a larger newly-constructed site at its Franklin R. Sousley Campus. The dental lab equipment, cabinet, and workstations from the current two sites will not be reused or repurposed as they are outdated, undersized, and possess asbestos-type countertops. The Department of Veterans Affairs (VA) NCO-9, intends to issue a sole source firm-fixed priced delivery order to DentalEZ, Inc. under their VA FSS contract 36F79719D0243 for the following requirement: DESCRIPTION OF REQUIREMENT: The Dental Lab will consist of a Central Lab with attached Ceramics and Digital Lab. There will be one Remote Doctor Lab on each of 3 wings of the Clinic. Individual ergonomic workstations (total of 11 workstations) will be required in one central dental lab (6), ceramics lab (2) and in each remote doctor lab (3). Each dental lab technician or doctor (in remote lab) will have a safe ergonomic workstation with self-contained grinding, suction, arm support, magnification, lighting and built in knee-controlled handpieces. Each dental lab technician will be able to separately use their unit without impacting the vacuum effectiveness of others while using suction for grinding (a common problem with multiple users on the same suction unit). Market research found the following Nevinslab DentalEZ products to meet this requirement: Ergotech Bench 9742EZNT : 42 x 24 x 31 ¼ , QTY 2 Ergotech Bench 9748EZNT 48 W x 24 D, QTY 9 Simplicity Stools QTY: 11 One end cap (base) cabinet: 48 width. 24 depth minimum. Height to match height of lab workstation Openings in floor to adjustable base leveler Drawer Slides with positive stops Steel Ball bearing rollers Front doors with self-closing hinge and soft close pads. Rails for adjustable shelves Vent holes in base and top rear Rear closure panel and Masonite cover. Market research into other manufacturer capabilities did not find any having the robust salient characteristics/features in one product like the ErgoTech units. The key features for these units are the individual vacuum/suction units that operate independently without impacting the suction power of other units in the workspace, and all ErgoTech units come pre-wired, pre-piped, and partially assembled for easy installation. The Government will be responsible for providing shut-off valves and final hook-ups. Salient Characteristics: Same as or equivalent to ErgoTech Bench 9742EZNT and ErgoTech Bench 9748EZNT Overhead 35 W LED lighting (2) 46 metal case pan shelves Generous sized magnetic vinyl top saver Solid surface scratch & chemical resistant ½ to ¾- inch countertop (prefer sanded gray color) All Steel construction frame with durable scratch and chip resistant powder coating finish Remote control for gas valve OSHA compliant air gun with regulator Removable, stainless Steel Scrap drawer INDIVIDUAL, self-contained, dust collection system with removable suction hood and safety shield (2) Duplex outlets in top of rail of each unit (2) 2 ½ Access holes for utility line runes at both sides of panels of each unit Front scoop Adjustable Built-in 2.5x Magnifier Detachable Arm-boards for appropriate posture (prevents slouching/back discomfort) Built-in K50 Variostar lab handpiece Built-in knee control for lab handpiece ½ inch Flex line for gas (female) AGA approved gas valve for Bunsen burner 3/8 inch Air Connection (female) Ships Pre-wired and pre-piped Ships partially assembled for easy installation Soft close drawers Magnifier, acrylic, 4-Diopter, 2X, 4 ½ diameter w/Adaptor and hinge. Option for Additional Quantities: None. Service Requirement: Newly-constructed Dental Facility is ready for installation of these products and anticipates delivery to occur within 4-6 weeks of order placement and installation to take no longer than one week if using 4-6 workers. If the product offered is similar to the ErgoTech product though lacks a particular feature and can be modified to meet the this requirement, the interested vendor must give details as to the overall manufacturing time required to meet or exceed the minimums of this requirement. Warranty coverage should entail at a minimum the following: One-year Standard coverage Contract period of performance from order placement to turnkey service completion is expected to take no longer than 90 days. The Facility seeks to establish this order as earliest as possible as other dental clinic project completions depend on this requirement being completed first. The estimated cost for this requirement is be below the Simplified Acquisition Threshold (SAT), currently at $250,000.00. There is no non-manufacturer class waiver for the given NAICS, PSC and product description. SCOPE OF WORK: Interested parties shall submit responses no later than Monday, August 30, 2021 at 10:00am EST to: sascha.hertslet@va.gov. All responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency, if it shows they can offer comparable products that meet or exceed the standards described above. Responses received will be reviewed; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. Do you take ownership or possession of those normally procured items through your personnel, equipment, or facilities until you sell or deliver them? Do you keep any of this product in-stock? Have you ever kept any of this product in-stock? Do you currently have the quantity for this requirement in your inventory? How do you take ownership if you don t take possession? Who is responsible for replacement of any items shipped to the Government? Who will provide the services required in this project? Can you offer all or partial products and services? Do you offer all the products and services under existing Federal Government contracting vehicles? a. if yes, please provide the contract number/identifier. b. list the contract line items (CLINs) or schedule items (SINs) that would most match the products and services.
