- Description
- This RFI constitutes market research to help JIFCO formulate an acquisition plan / strategy to obtain contractor services to provide research and development support services. The scope of the potential contract will include accomplishing research and technology development; technical, scientific, and program analyses; systems integration and systems engineering tasks. It will provide for deliverables encompassing experimental research (including bioeffects research); test and evaluation; prototype development and demonstration; and computational modeling and simulation. The attached draft Statement of Objectives (SOO) defines the effort to provide the above-mentioned services. Travel within the Continental United States (CONUS) is anticipated for this requirement. There is a potential for outside CONUS (OCONUS) travel on an infrequent basis. Any resulting contract is anticipated to span a period of five years. It is anticipated that access to the following Government information systems will be required in the performance of this contract: Procurement Integrated Enterprise Environment (PIEE), Wide Area Work Flow (WAWF) module in PIEE, and Government Furnished Property (GFP) module in PIEE. This RFI allows potential contractors to submit a non-binding statement of interest and documentation demonstrating their corporate capabilities and suggestions that will allow the Government to refine its potential course of action. The RFI effort is intended to assess industry service capabilities and solicit feedback for acquisition planning purposes. DISCLAIMER: In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP), Request for Quote (RFQ), or Other Transaction Agreement (OTA), or a promise to issue an RFP, RFQ, or OTA. Furthermore, those who respond to this RFI should not anticipate feedback other than acknowledgement of receipt, if requested by the submitter. This RFI does not commit the Government to contract for any supply or service. The Joint Intermediate Force Capabilities Office (JIFCO) is not seeking proposals at this time. Responders are advised that the United States (U.S.) Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party�s expense. Not responding to this RFI does not preclude participation in any future competition. If a solicitation or invitation is released, it will be via the Government Wide Point of Entry (GPE) at https://www.SAM.gov or SeaPort-NxG at https://govnxg.seaport.navy.mil/. It is the responsibility of the potential offerors to monitor the website(s) for any information that may pertain to this RFI.
