Description
Please note that this is not a request for proposal nor a request for quote as there is no solicitation document available. Therefore, this is a notice of intent issued by the Department of Veterans Affairs to negotiate a limited source contract with Radiological Imaging Technology for RIT Radiation Therapy QA Software. This procurement is intended to be used in Radiation Oncology Department requires the purchase of quality assurance (QA) software to assist in departmental operations. The proposed action is IAW FAR 13.106-1(b) soliciting from a single source. Purpose The Clement J. Zablocki VA Medical Center Radiation Oncology department requires the purchase of quality assurance (QA) software to assist in departmental operations. The software will be installed on VA owned device by Biomedical VA Staff. Working in synchronization with the linear accelerators, this software will easily automate the LINAC image QA and obtain quantitative, repeatable analysis for all tests. The RIT Complete system can generate full reports of all imaging tests that can be automatically tracked with RIT trend. This software is necessary for maintaining the quality of diagnostic images, to minimize radiation exposure and to be cost effective. All equipment and software much follow the guidelines and meet all specifications listed below. RIT Complete software one (1) license General specifications All-in-one package that covers Patient, Machine, MLC, and Imaging QA ACR CT and ACR Large MRI phantom analysis Patient QA Isodose Distance-to-agreement (DTA) Gamma function Subtraction Centroid measurement Plan based calibration (comparison between does map and film/EPID/CR/Ion chamber array images) Automated QA checklist Machine QA Fully automated TG-142 test for linear accelerators Planar kV imaging Planar MV (EPID) Imaging Radiation vs Light Field Classic star shot analysis Beam profiles EPID Phantom tests for resolution, geometric distortion, uniformity, contrast, and noise Multileaf collimator (MLC) QA Elekta Leaf speed analysis Isocenter QA Hancock (Leaf and jaw positional accuracy) test for Elekta machines Catphan 503 analysis for Elekta (Low contrast visibility, resolution, uniformity) Imaging QA Automated phantom analysis One click batch analysis on any number of images queued into system Automated LINAC image QA Ability to set custom tolerance values for every measurement Tolerance profile management ability to customize tolerance profiles per machine and per user Statistical tracking and trending capabilities Report generation Technical Requirements Must function on Windows 10 Operating System License must be able to be stored locally (not requiring persistent outside internet connection) Software must have an approved VA Enterprise Risk Assessment (ERA) prior to VA Staff connecting to the VA network. If the vendor does not have an approved ERA upon award, the vendor must work with VA designee to complete the template documents for system assessment and cooperate VA in all required revisions and meetings for the ERA approval process. Deliverables or Delivery Schedule Department of Veterans Affairs Clement J Zablocki VA Medical Center 5000 W National Ave, Warehouse Milwaukee, WI 53295 Period of Performance The Contractor warrants that the software items will be free from defects from materials and workmanship under normal use for a period of not less than one (1) year for equipment defined herein. Contractor will replace or repair software if necessary, to the satisfaction of the Government. Contractor shall provide a copy of the written warranty upon acceptance of the equipment. All labor, time, materials, equipment, travel and supplies necessary to keep equipment operational during the warranty period shall be included. Phone response to warranty issues within 1 hour and on-site response with 24-hours is required. Information received in response to this special notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. The determination to not compete the proposed acquisition is wholly within the discretion of the Government. The Government will not be responsible for paying on any costs incurred and/or associated with the development of any responses submitted to this notice.
