NOTICE OF INTENT TO AWARD SOLE SOURCE Project Title: FEMA OCCHCO Recruiting Job Site Announcement No.: 70FA3021Q00000091 The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Office of the Chief Component Procurement Officer (OCCPO) intends to award a sole source contract to Indeed Inc., 100 Shoreline Hwy Suite A, Mill Valley, CA 94941. This sole source contracting action is being conducted pursuant to the authority of 41 U.S.C. 3304(a)(1) contained in FAR 13.106-1(b)(1)(i) and (ii): Only One Source Reasonably Available and No Other Supplies or Services Will Satisfy Agency Requirements.� This Notice of Intent is not a request for competitive proposals and no solicitation document will be posted for this requirement. However, parties interested in responding to this notice may submit capability statements (no more than 5 pages), including price, with sufficient documentation to establish capability in providing the same or similar facilities/products/services. Font size/style must be 10-point Times New Roman font for Text, 9-point font in the Arial family for Tables, and 8-point font in the Arial family for Graphics. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the FEMA/OCCHCO program. The Office of the Chief Component Human Capital Officer (OCCHCO), Recruiting and Retention Division requires the expanded services of a job recruiting website dedicated to educating and developing talent pipelines to enhance the Federal Emergency Management Agency (FEMA) presence nation-wide. Through this service FEMA will increase job seeker awareness by reinforcing the agency�s mission, enhancing the agency�s branding, and establishing the agency as an employer of choice and leader in emergency management OCCHCO�s Recruiting and Retention Division has the responsibility to promote FEMA�s mission and career opportunities to attract a diverse qualified pool of talent and establish FEMA as an Employer of Choice through marketing, social recruiting, outreach, and engagement activities. To accomplish this mission, OCCHCO�s Recruiting and Retention Division recruiting options includes the listing of FEMA job opportunities through the United States Government�s website, USAJobs, to host job openings and match qualified applicants to those jobs. In-person job fair events were also conducted for job seekers interested in receiving information about FEMA job opportunities. However, with the impact of COVID-19, FEMA�s outreach to potential candidates has shifted to a mostly virtual environment. Therefore, the Recruitment and Retention Division must utilize readily available virtual platforms to enhance the awareness of FEMA�s work in support of the recruitment of potential employees for critical need positions. To support this need, it is FEMA�s intent to utilize the services of Indeed.com greatly expanding FEMA�s outreach to potential candidates because it is considered the world�s #1 job site to provide new offerings to help employers attract, recruit and hire quality talent more efficiently. Indeed.com has acquired Glassdoor, the worldwide leader in insights about jobs and companies, allowing for greater hiring efficiencies and a streamlined experience. The purchase of this online job recruitment website, along with enhanced features such as a company career page, recruitment resource library, employer branding campaigns, job posting slots, job recommendation features, and candidate resume pool, will be needed for a 12-month base period with four 12-month option periods Through brand metrics and profile activity monitoring, this service will increase job seeker traffic and enable FEMA to engage, educate, and recruit informed experienced emergency manager professionals in support of FEMA�s mission. The online job recruitment website must be able to do the following: Provide access to a database of 68M+ monthly active job seeking candidates Ability to customize job slots through service provider�s candidate automated tracking system Ability to access service provider�s resume database Ability to automatically post FEMA jobs from USAJobs Ability to match candidates to FEMA jobs posted on USAJobs Ability to highlight updates, branding campaigns, information, tips, and resources to educate a diverse database of professionals Provide analytics such as impressions, click rates, and job post performance, etc. The NAICS code for this action is 561311. This requirement will be procured under the guidelines of FAR Part 12 Commercial Items/FAR Part 13 Simplified Acquisition Procedures. All capability statements received by the closing date of this notice will be considered by the Government. A determination by the Government to or not to initiate a competitive solicitation based on responses received is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice.
