- Description
- The Government intends to award a sole source, firm-fixed-price (FFP) acquisition to Transparent Language, 12 Murphy Dr. , Nashua, NH 03062. In accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), the Government has determined the circumstances of this acquisition deem only one source reasonably available. This non-competitive action is being issued by the Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD), on behalf of Defense Intelligence Agency (DIA). Description of Requirement: The contractor shall provide learning and assessment tools in available platform languages (languages may include but are not limited to: Arabic, Chinese, Russian, Spanish, Hausa, etc.) for both new learners and learners with existing foreign language skills. The material should also include cultural and regional learning modules and be accessible in various multi-media platforms (e.g. web-based, iPhones, Android, or compatible devices). Specific tasks required include the following: � Provide 150 users access to pre-developed, web-based on-line foreign language and cultural learning courseware. The courseware must be accessible 24 hours a day, 7 days a week and from anywhere in the world on the CL-150 training platform. � Enable anonymous user registration with unique User IDs for each individual learner. � Provide total 560 hours of personalized, one-on-one live virtual tutoring sessions scheduled at the learner�s convenience for each individual learner. The Government will manage the number of virtual tutoring hours for individual learners. � The courseware will provide tools to develop general foreign language proficiency, enhance existing language abilities, and provide a solid foundation in reading, listening, and speaking skills as well as a comprehension of cultural interdependencies. The content should include a focus on grammar and modern culturally specific vocabulary and topics. � The courseware will include content from beginning through advanced professional levels of proficiency (Levels 0 to 3 on the Interagency Language Roundtable scale). � Explicit, structured learning paths must be available to the learner as a resource guide for self-directed learning. Additional learning tools (e.g. flashcard programs, scenario-driven exercise, pronunciation drills) for acquiring or enhancing domain-specific vocabulary will be provided. � Provide diagnostic assessment tools to be used in conjunction with determining structured learning paths. Assessments will highlight areas of improvement required for skill advancement and outline specific tools and/or content to address those areas. Pre and post-training assessments (e.g. �progress checks�) will be incorporated into learning modules and offer relevant grammar aides. � Upon request, provide reports outlining relevant metrics. At a minimum, metrics will include User IDs, language(s), time on task, and task completed. � Provide additional formats such as virtual classrooms, downloadable and mobile content for Smart Phones Apps, and other blended learning opportunities will be made available at no additional cost. � Conduct any of all maintenance to the website. Additional learning materials and tools added to the website during the contract year will be made available at no additional cost. Response Information: Interested parties may identify their interest and capabilities regarding this requirement by submitting a capabilities statement by the date specified herein. The Government will consider all capabilities statements received by 12:00 P.M. EST, August 24, 2021. Please be advised that it is the offeror�s responsibility to ensure the Government receives your submission on or before the specified due date. Submissions shall be sent electronically to David Boyd Contracting Officer, at David_boyd@ibc.doi.gov. Submissions shall not exceed ten (10) pages. Paper copies will not be accepted. Late responses will only be accepted if they contain extraordinary value to the Government. Submissions should be in a Microsoft Office compatible format (i.e., Microsoft Word, PowerPoint, Excel, etc.) or Adobe Acrobat and not contain text smaller than 11-point font. The maximum file size of the submission shall not exceed 8 MB. Tables, graphs, etc. will count against the total page count. Font size smaller than 11 may be used to label tables and graphs but may not be smaller than 8-point font. All data received in response to this Special Notice that are marked or designated as corporate or proprietary information will be fully protected from release outside the Government Evaluation Panel. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All Government personnel reviewing responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described in 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. Responders are advised that the Government will not reimburse for any information or administrative costs incurred in response to this Special Notice; all costs associated with responding to this Special Notice will be solely at the interested parties' expense. This is NOT a request for competitive quotes. A determination by the Government not to compete this proposed action based upon responses to this announcement is solely within the discretion of the Government. Information received is solely for the purpose of determining whether to conduct a competitive acquisition. The Government reserves the right to issue a Request for Quote (RFQ) as a result of this announcement. Please be advised that this announcement may constitute the only notice that will be posted for this acquisition, based on the review of any responses to this notice. Marketing brochures and/or generic company literature will not be considered. Not addressing all the requested information may result in the Government determining the responder is not capable of performing the scope of work required. ~ END OF SPECIAL NOTICE ~
