- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) intends to award a sole source contract to Warfen USA LLC, for providing blood gas analyzers. Based on market research and previous acquisition history, it has been determined that Warfen is the only vendor capable of providing all the required equipment and has a valid GSA contract in place. This notice will be distributed solely through this website. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. Interested parties may identify their interests and capability to respond to this requirement, to include the documentation required by VA Acquisition Regulation (VAAR) 852.212-72(c) to the attention of: Andrew Misfeldt, email address: andrew.misfeldt@va.gov, no later than Monday, August 23, 2021, at 4:30pm (Central Time). Only emailed responses will be considered. Information received will be utilized solely for determining whether to conduct a competitive procurement. A determination not to compete this proposed acquisition based upon responses to this notice is at the sole discretion of the Government. DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID:_ 36C256-21-AP-4894____________________ 1. Contracting Activity: Department of Veterans Affairs, NCO 16, John L McClellan Medical Center, Central Arkansas Veterans Healthcare System, 4300 West 7th Street, Little Rock, AR 72205. 598-21- 4-784-0602. 2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Department of Veteran s Affairs needs to purchase two Blood Gas Analyzer Test Systems. The laboratory has only one functioning system currently and the other units have been in service beyond the equipment service recommendations. Repair of the current machines would cost more than purchase of new machines and was not recommended by the OEM. These machines are essential to the operations and necessary for the ICU and ER especially with the COVID-19 pandemic. 3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The original equipment manufacturer is Warfen USA LLC a large business. They have a current GSA contract in place with pre negotiated prices GS-07F-128DA. Currently there is only one functioning machine in the lab. With the laboratory using the Warfen software at all workstations, equipment replacement with the same equipment will ensure that no additional IT changes or training will be required. This will put the new machines into service much faster, so it is recommended to order directly from Warfen USA at this time. 4. Description of market research conducted and results or statement why it was not conducted: Market research was conducted to source equipment from other sources, at this time ordering off the GSA contract would be the fastest method of acquisition to fill the critical need at the facility. The subject matter experts have determined that the current equipment was unrepairable and replacement with the same equipment will ensure no down time in the lab. 5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
