Description
This notice announces the intent by the U.S. Army Medical Acquisition Activity (USAMRAA), 820 Chandler St, Fort Detrick, Maryland, 21702, to award a sole source contract to BioTek Instruments, Inc. under the statutory authority 13.501(a). This contract is for the purchase of a Cytation 5 multimodal automated digital microscopy system for use at the Walter Reed Army Institute of Research (WRAIR). The Cytation 5 uses the Gen5 software for quantitative and image data collection, processing and analysis in real time at the phenotype and bioenergenic level. BioTek Instruments, Inc. is the only manufacturer and seller of this system. They are the developers that provide digital microscopy; however, they cannot be connected to the Seahorse analyzer to measure kinetic assays in real time. The point of the research is to rapidly identify cellular and bioenergenic changes that occur in response to injury and treatment paradigms changes that can be transitioned to medical solutions for battlefield acquired brain injury. The Cytation 5 includes the Gen5 Plus proprietary software and can be used in conjunction with the Agilent Seahorse Analyzer to measure bioenergenic parameters: oxygen consumption, extracellular acidification, mitochondrial respiration and glycolysis in real time. Because brain injury effects the mitochondrial pathways, therapeutic paradigms are being investigated that can improve or prevent further damage to the brain. The North American Industry Classification System (NAICS) for this requirement is 334516 and the size standard is 1,000.� This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to award a contract no sooner than 15 days after publishing this synopsis. This Special Request for Information is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the expiration date listed in this notice, which reflects at least fifteen (15) days after the publication of this notice, the award will be issued as sole source.
